Yes, I live in Hua Hin and I need to renew my British passport which is handled by the British Embassy and their agent in the Trendy building in Bangkok and they demand that I go in person.
Maybe now you see what I mean by the British embassy changing the rules to help us out - I'm talking about the showing up in person rule for passport renewal.
If I could just mail it in then there would be no need for me to risk getting COVID in Bangkok nor isolate for 2 weeks each time I go there.
I've been here for years but this is a few steps too much even for me.
Sorry, I misunderstood your post. However why not use Key Visa. They do everything including the validation letter and delivered back to your home via EMS.
I've used them a few times now for myself and (UK) family here. That saves you at least 2 trips to BKK. Excellent service.

Dole issued a statement to enhance measures to prevent the spread of COVID-19
Clarification from Dole Thailand Co., Ltd.
Subject: Upgrading safety measures to prevent employees becoming infected with COVID-19 at the Dole factory in Hua Hin, Prachuap Khiri Khan Province
1. Temporarily suspend operation of all types of production machinery in the factory for 7 days to reduce the chance of transmission of the virus between employees in the production line.
2. Encourage office staff to work from home until the policy changes.
3. Require COVID-19 testing for all low-risk and non-risk employees as a proactive measure with repeated examinations every 7 days for a total of 3 times.
The preventive measures will be effective from July 1, 2021 onwards.
