I guess it depends what you mean by 'Smart TV'. According to the Panasonic website, this model has a Web Browser and 'Internet Apps' so it sounds like it is. The salespeople in the store should also be able to tell you, and maybe you could get them to set one up for a demo.

If all you want to do is receive calls on your Thai mobile, then you just need to enable roaming on your Thai SIM before you go.
