Just spotted this in the Bkk post. It seems it's starting tomorrow.
The report implies Hua Hin district is included, but it's not 100% clear. Either way, much of the coast immediately south of Hua Hin is. it might have a big impact on local eateries, markets and the like.
It also implies that the ban will be enforced.

They do this every year and every year it gets ignored by the fishing boats who pay off whoever and keep going out. The skyline is lit up at night in the south of the province with them.

I guess it depends on the definition of commercial. Is it a small boat going out catching a mediocre amount of fish, or 2 brutish trawlers with a quarter mile net strung between them, scooping up anything in their path. I saw several of the latter when out whale watching - quite a crazy, but very effective method of fishing. It's no wonder the fish need a break from that kind of devastation.
