I know many places where at the red round traffic light it is permitted to turn left if it's safe, but what is the meaning of the lights at the police station? They are showing red arrow to the left, but still has the sign below stating turn left when it's safe. I am not turning left here when the arrow is red. I am always waiting until it's green.
Can someone please explain what is allowed here at this specific light?

Simple. The light configuration preceded the sign which is quite recent.
The sign is a police advisory. I'd love to see how that works if there is an accident when turning left against a red light when it gets to court.

It will depend on whether one of the drivers is a Farang.

There are some traffic light signals (notably in Bangkok) with this red arrow and the instruction to wait for the green light. Typically in Thai language (Yes, I'm one of those who can read it). Otherwise it is generally assumed you can turn left on a red light if the is a sign saying you can, or if the sign is totally absent.
Sort of like the 90 km/h speed limit if there is no posted speed...

If there is no sign, typically a white arrow on a blue background, then the lights take priority and have to be obeyed. The white arrow allows you to over ride the traffic lights.

Junction Pekersam and Soi 88. Sometimes vehicles from the North turning right into Soi 88 seem to get priority over northbound vehicles. Before it was just resurfaced, I did notice some very feint white line markings across the north carriageway.
Anyone know if its a formal right of way for cars turning right into Soi 88? It seems like once the right turners get going, they get/take priority!

Yes after the resurfacing, a 'stop line' appeared just before Soi 88 travelling North. Technically, that means that Northbound traffic should stop and give way to traffic crossing the North bound lane. Whether that was intended or not is anyone's guess. It also has an arrow allowing traffic on the nearside lane to travel straight on which is nonsense as that just leads into the slip lane for traffic turning left coming from Soi 88.
