If it's any help I was in HH last New Year's Eve night which was spent on the beach. The atmosphere was great, thousands of people, mainly Thai, fireworks, lanterns and of course drinks. Soon after midnight though the beach emptied like a football stadium at full time !!
Downside for the ladies was lack of toilet facilities.

I think that Bangkok is hard to beat for New Year - especially the area around the river and the temples nearby. Have a great time!

The last couple of years I have been to Bangkok for New Years Eve and it well worth the visit. Great atmosphere and excellent fireworks around the city. If you are there on January 1st then go to the Sky bar at the Lebua as there is a fireworks show in the area around 9:00pm. Its pretty spectacular as you are on the 64th floor (I think) and the views of the city and river are awesome with the fireworks. Then as I did head down to Hua Hin for the rest of your trip. Enjoy!

Come to HH before or after, its a great place. Check in at the U-Turn owned by Craig from Red Deer.

Doesn't really matter because you will be back another year to do it the other way round! Enjoy

Should you study Thai culture or language, the answer i think is no in such a short time frame you should simply enjoy your selfs.

All within a minute or 2 f the very centre.
Bangkok sounds like a great place for New Year, think I would give it a go there.
