The insinuation that the Thai government educates the masses to support them, smacks of Communism. Statements like these were published way back in History mainly in Europe and always by communist reactionaries. Communism has proved especially in this region to be a harsh and brutal failure.
There may be some truth in it, but I doubt that it is widespread and it is certainly not a policy here to teach politics to children.
In recent years there has been vast educational improvements. All children have the oportunity to be educated and most of them do. This was not true twenty years ago. You have to remember that Thailand is advancing rapidly both socially and financially. In a rapid growth environment changes are needed quickly. Sometime mistakes are made.
As for the west do you not think that in Europe the masses educated to keep them subdued. In Britain they even have special scools that will only educate middle and upper class (often complete morons) to place them in positions of power.
Of course any system can be improved.
In brief I do not believe that the above statement is the crux of the matter at all.
