Police to take legal action against foreigner after his dog bites Swiss tourist on Bang Saphan Beach

Authorities are pursuing legal action against a foreign resident in Bang Saphan District after one of his dogs bit a 76-year-old Swiss tourist on Bang Saphan Beach, highlighting a long-standing issue of aggressive dogs in the area.

On Tuesday, local residents and expatriates met with tourist police and other officials to address the situation. The meeting followed complaints from both Thai and foreign tourists about a pack of six dogs owned by the foreigner, which had reportedly caused disturbances and injured people on Suan Luang Beach, a popular spot in Pong Prasat Subdistrict.

According to Police Lieutenant Colonel Anatchai Kontong, Superintendent of Hua Hin Tourist Police, a team comprising officers from the Tourist Police, Bang Saphan Police Station, and the Bang Saphan District Office, along with the district livestock officer and other relevant agencies, inspected the site following the incident.

Bang Saphan District Chief Suthin Prasertsak stated that the problem had persisted for several years, with authorities now adopting two key measures to resolve the situation.

Firstly, Bang Saphan Police Station will take legal action against the dog owner under Section 377 of the Criminal Code, which pertains to & being the controller of dangerous animals, negligently allowing them to cause harm to individuals The police are currently gathering evidence to support the case, which will be referred to the Tourist Police and Immigration Police to assess the dog owner's behaviour and legal status.

Secondly, the Bang Saphan District Livestock Office will handle the six dogs in accordance with local animal control regulations. The foreigner has been ordered to cease keeping the dogs for 30 days to allow for the legal process to proceed.

The incident has drawn attention to ongoing concerns about the dogs with regards to public safety on Bang Saphan Beach. Officials are now taking steps to prevent further harm to locals and tourists.

The dogs must be kept inside now and he's not allowed to take them on the beach.

Absolutely. It's been going on for a couple of years, and the 'authorities' were well aware of the issue but have done nothing ... until it hit the national media.

The police haven't done anything yet, its a lot of talk and no actual action against him yet. Apparently, he was seen with the dogs on another beach in Bangsaphan Noi yesterday, so he's flipping the bird at the authorities as he has done all along.

Mrs. Panicha, 55, and her Irish husband, 71, residents of Moo 1, Phong Prasat Subdistrict, reported the incident that occurred with Mr. Mathias, a Swiss national who has been previously complained about for letting his dogs roam unleashed.

According to the Irish husband, on January 24 at approximately 7:30 p.m., while dining with his wife and friends at a restaurant, Mr. Mathias approached their table and allegedly verbally abused them twice in an aggressive manner. The situation escalated until restaurant staff had to intervene. Concerned for their safety, the couple decided to file a police report.

The couple believes the confrontation stemmed from their recent complaint to the Phong Prasat Subdistrict Administrative Organization about Mr. Mathias allowing his dogs to roam freely on the beach, causing fear among local residents and tourists at Ban Suan Luang beach. This practice reportedly continued despite a municipal order prohibiting dogs on the beach.

Swiss national faces visa revocation after repeated dog attacks

The Bang Saphan district chief in Prachuap Khiri Khan province is set to propose to the provincial governor and immigration police the revocation of a Swiss national’s visa. This follows repeated incidents where his dog attacked tourists on the beach.

Yesterday, March 8, district chief Suthin Prasertsak assigned Nattapong Krainara, the district deputy for security, to convene a meeting at the Pong Prasasat subdistrict administrative organisation.

Attending were Police Lieutenant Colonel Worapong Chaophae, chief investigator of Bang Saphan Police Station, Jinta Khongpaen, a public health officer, Thanapol Apornrat, village head of Moo 1 in Pong Prasasat, alongside affected locals and tourists who had been bitten by the dog.

The case involves Swiss tourist Rolf Weber, who, along with Thai and foreign friends, reported to Bang Saphan police that he was bitten by a dog owned by his compatriot, Matthias, while walking on the beach for the second time.

Previously, other locals and tourists had also been bitten by Matthias’s dog.

Despite prior meetings and resolutions by the subdistrict to ban dogs without leashes or collars and orders to remove offending dogs from the area until legal proceedings concluded, Matthias repeatedly violated these directives.

Currently, the case is under the province’s judicial process, with a court hearing set for March 11. Meanwhile, police are gathering evidence and will summon Matthias for further questioning to file charges, as the incident is considered a minor offence. The case will then proceed to administrative prosecution.

In discussions with local and foreign residents, a proposal was made to hold a village meeting for a public hearing today, March 9, at Moo 1’s community hall. This aims to address the incident with relevant stakeholders. Nattapol, the Bang Saphan district deputy, stated that the district chief ordered an investigation.

Reports of injuries from dog bites were filed at Bang Saphan Police Station, and victims were sent to Bang Saphan Hospital, with police waiting on medical reports to proceed with charges.

Nattapol noted that affected locals have previously attempted mediation, but with no adherence to agreements, they now insist on legal action. The district will compile photographic and video evidence of past and current offences to present to the district chief and Pong Prasasat subdistrict administrative organisation.

This will be forwarded to the provincial governor and immigration for visa consideration regarding Matthias’s entry into the country, reported KhaoSod.

Yeah, he blatantly ignored previous orders not to take the attack dogs on the beach, and the same poor dude has been bitten twice. Suan Luang beach is pretty much a no-go zone when this guy is on it.

He needs to go (as do the dogs), but he has deep pockets and as we know, money talks in Thailand.

Totally inaccurate photo though, there is hardly anybody on the beaches in Bangsaphan!

It just shines a bigger light on the levels of ineptitude and corruption with the local authorities who allow this to continue.
