A nice pic of the runway, heading out to sea as was discussed on the Hua Hin air travel forum recently. This is from a post on The Earth Facebook page.

"Bo Fai Airport Underpass" Hua Hin

Bo Fai Tunnel
It is one of the 8 railroad tunnels in Thailand. And it is a railway tunnel that looks like it passes through the runway of Hua Hin Airport.
Located in Hua Hin Subdistrict, Hua Hin District, Prachuap Khiri Khan Province. Or as it is often called "Bo Fai Airport Underpass"

Bo Fai Tunnel or Hua Hin Tunnel refers to the car underpass tunnel passing Phetkasem Road which was built to support the expansion of
the runway at Hua Hin Airport.

Bo Fai Tunnel It is an underpass built using a box culvert under the runway of Hua Hin Airport. which extends its length until it crosses
the southern railway line and National Highway No. 4

Civil Aviation Institute (Formerly known as the Civil Aviation Training Center in Thailand) has an organization directly named the Aviation
Training Center. Located at Hua Hin Airport (formerly Bo Fai Airport), Hua Hin District, Prachuap Khiri Khan Province. It is the first civil
aviation school in Thailand.

Even if they were successful in extending the runway, could those tunnels be a major reason why heavier aircraft couldn't use it?

I have no idea if it has been upgraded, but the limitation in the past has always been the taxiways and hard standing area strength.
The other problem was also the width, which I believe has been extended.
