The level of perceived education, or lack of it, in Thailand is purely down to government policy which is driven by higher forces that are a criminal offense to discuss. If the masses were allowed access to a free and high standard level of education, they would stand up against the corruption and 1% of elites and oligarchs owning and controlling everything here. This is why educating them is not a priority and keeping them down with the militarization of society is.
As for living here, many of us simply don't have much of a choice having family commitments here now, or having invested in real estate that is pretty much unsellable. Personally, I've lived here for 24 years and know that I will make every effort to ensure I do not retire here, where it's likely I'll become even more trapped. That is unless there is a complete reversal in government policy and general outlook towards foreigners which is very unlikely to happen in my lifetime as the country morphs into China.
Don't get me wrong, there are a lot of plusses to living in Thailand, but the scales are slowing tipping and they have been doing so for the past few years.

Most of the Thais I know have gone from barely educated Issan poverty to owning nice houses in Hua Hin so I'm not sure that I would accuse them of stupidity.

I've lost count the number of times I've heard farangs berating Thailand and it's people in front of their wives/girlfriends, it's not surprising then that many of these ladies keep a secret Thai boyfriend/husband/lover, sometimes under the very noses of these "smart" farangs by masquerading them as a "family member"

Sometimes my wife agrees and sometimes she doesn't. Even when she agrees, she makes excuses for them. As you probably know, Thais divided themselves into social classes and it's accepted that the "lower" classes aren't as smart as the "upper" classes and when the "upper" classes aren't smart it's a big disappointment. Lately, she's been disappointed a lot. That's probably due to her 5 yrs. of Australian education. Once you've seen the difference it's hard to ignore the truth.

One's choices aren't always that cut and dried and frequently involve more than one's self.
Perhaps I wasn't clear enough. I intended to say that I've had interaction with more stupid people in Thailand than anywhere else.
"Intelligent societies" is your word, not mine. I doubt that there are "intelligent societies." There are intelligent and stupid people in every society. Some have more of one than the other.
