EU Says China Behind 'Huge Wave' of Covid-19 Disinformation

"China has been accused by Brussels of running disinformation campaigns inside the European Union, as the bloc set out a plan to tackle a “huge wave” of false facts about the coronavirus pandemic.

The European commission said Russia and China were running “targeted influence operations and disinformation campaigns in the EU, its neighbourhood, and globally”. While the charge against Russia has been levelled on many occasions, this is the first time the EU executive has publicly named China as a source of disinformation.

French politicians were furious when a Chinese embassy website claimed in mid-April, at the height of Europe’s pandemic, that care workers had abandoned their jobs leaving residents to die. The unnamed Chinese diplomat also claimed falsely that 80 French lawmakers had used a racist slur against the head of the World Health Organization, Tedros Adhanom Ghebreyesus.

“I believe if we have evidence we should not shy away from naming and shaming,” Vĕra Jourová, a European commission vice-president, told reporters. “What we also witnessed is a surge in narratives undermining our democracies and in effect our response to the crisis, for example the claim there are secret US biological laboratories on former Soviet republics has been spread by both pro-Kremlin outlets, as well as Chinese officials and state media.”

“I strongly believe that a geopolitically strong EU can only materialise if we are assertive,” Jourová said, alluding to the aim of the European commission’s president, Ursula von der Leyen, for the body to have more clout on the world stage.

The more assertive stance marks a change in tone from a report in March which merely described Chinese media narratives, while focusing the spotlight on disinformation from Kremlin-backed sources. It comes after lawmakers in the European parliament accused the commission of watering down an earlier report on disinformation under pressure from China – charges EU officials strongly denied."

Thailand’s government said that it had discovered zero new cases of coronavirus on Thursday with the total number of coronavirus cases at 3,125 cases.

Deputy spokesperson for the Center for COVID-19 Situation Administration (CCSA) Panprapa Yongtrakul said all 60 cases that were found over the past two weeks were Thai returnees in state quarantine.

Most of them were arriving from Kuwait (28), UAE (10), Saudi Arabia (7), India (3) and Pakistan (3).

Six more people have recovered bringing the total number of discharged patients to 2,987.

The death toll remains at 58 with zero fatalities. 58 Lazarus' :laugh: :laugh: :laugh:

BUS OPERATOR CONFIRMS BAN ON FOREIGN TRAVELERS IN PANDEMIC
A major operator of intercity bus services on Thursday said foreigners are banned from its services due to the coronavirus emergency law.

Although bus routes operated by The Transport Co. have resumed most of their services to provinces across the country as of today, foreign travelers are not allowed to board their buses because they do not possess Thai national ID cards, a customer service agent said.

“They don’t hold Thai ID cards, so they can’t board our buses,” she said when reached for comments. “We need them for identification purposes.”

Asked whether passports can be used instead, the agent said no.

“It’s the company policy, sorry for any inconvenience,” she said.

The Transport Co., a state enterprise, also announced on its website that it reserves the right to book a ticket for Thai nationals only, citing an unspecified clause under the Emergency Decree.

Other interprovincial bus providers don’t have such a rule. Private operators such as Nakhonchai Air and Sombat Tour said foreigners are welcomed on board, but they are encouraged to check with local quarantine requirements since some of the provinces still enforce 14-day quarantine for foreigners.

Foreigners are also allowed to board long-distance trains, the State Railway of Thailand said.

Absolutely ridiculous. The country and the airports have been locked down 2 - 3 months. Where do they think they'll find foreign travellers from.

Discrimination, of course, means nothing here!

How has Thailand kept the lid on Covid?

It’s a mystery, although a very welcome one.

The novel coronavirus has infected more than seven million people around the globe, and killed more than 400,000 of them. Yet Thailand, which was the first country to record an infection outside China, has so far been relatively unscathed. No new cases were recorded on Thursday, leaving the accumulated total at 3,121 – 2,987 of whom have recovered. Just 58 deaths have been recorded since the outbreak began in January.

How has the kingdom escaped the horror that has gripped much of the world? On the evening of June 10, a panel of experts convened at the Foreign Correspondents’ Club of Thailand to discuss possible explanations. (Jump to video)

Inaccurate numbers?

Craig Griffin, Thailand representative of ESCOMAR, a global market research association, began proceedings by debunking a conspiracy theory that has steadily lost traction over recent weeks – that cases of Covid-19 in Thailand are actually much higher than reported.

“If the epidemic was as serious as in European countries and the US, we’d be talking about thousands of deaths,” he pointed out. “I don’t think it’s credible to think that kind of cover-up is happening.”

Climate, customs and other variables?

Matthew Tostevin, Southeast Asia editor for Reuters, agreed. “In Jakarta, by the end of March we found 1000 more burials than usual, since records began. Coronavirus was the only clear explanation. … We did the same thing in Thailand and didn’t find a large number of unexplained deaths.”

Despite the higher numbers in Indonesia, Southeast Asia has seen such a tiny fraction of the infections and deaths logged in Europe, the US and now Latin America. Mr Tostevin said there was no clear explanation for this, but mentioned some of the theories being floated: warmer weather, racial differences, cultural preference for not shaking hands and hugging, the prevalence of mask-wearing and the effectiveness of government responses to the crisis.

Cooperation from the public?

Unsurprisingly, the two representatives of the Thai government on the panel had more definitive views.

Taweesilp Visanuyothin, spokesman for the Centre for Covid-19 Situation Administration and the public face of Thailand’s response to the crisis, said that controlling an epidemic required 90% cooperation from the population – and the Thai people had given it. “I ascribe our success to the spirit of cooperation of the public”, he said, adding that the messaging to the public had been clear and consistent. He did, however, concede mistakes had been made after moderator and veteran journalist Dominic Faulder pointed out that confusion had occasionally arisen, particularly regarding the lifting of the alcohol sales ban.

Government efficiency?

Tanarak Plipat, deputy director general of the Department of Disease Control, agreed with Dr Taweesilp that ordinary citizens deserved much of the credit, paying tribute to the “spirit of togetherness” of the Thai people in a crisis and recalling the dramatic cave rescue of 2018 as another example.

Dr Tanarak, however, was also keen to assert that the government and Thailand’s robust health security system were largely responsible for the kingdom’s success. In particular, he cited the willingness of politicians to let health experts call the shots; the coordination and cooperation between government departments as well as provincial and local bodies across the country; the clarity of communications to the public about how to avoid disease transmission and the “universal precaution” attitude -- assuming that you and everybody else has the disease until proven otherwise.

Mass mobilisation of healthcare workers?

Finally, Dr Tanarak highlighted the work of more than 1000 epidemiological teams across the country, who he said had been able to investigate every single case, trace every contact and monitor them for 14 days.

James Wise, the former Australian ambassador to Thailand and author of Thailand: History, Politics and the Rule of Law, was particularly impressed with the 1 million-plus health volunteers who had earned their stripes during the HIV and MERS crises. Speaking via Skype, he said the predominantly female army of helpers showed that women should play a more prominent role throughout society -- including in government.

Looking to the future, disease control specialist Dr Tanarak said that if new case numbers stay low, Thailand would begin to create travel bubbles, opening up international travel with other low-risk countries. But the first foreigners allowed back in, he said, are likely to be business people based in the country. They will be subject to the same testing and quarantine requirements currently applied to repatriated Thais.

As the evening drew to a close, the panellists took questions from the audience – including one suggesting that restrictions on alcohol were overzealous, and wondering when they might be lifted.

Dr Taweesilp replied that alcohol abuse was a serious problem in Thailand, and many believe that in a majority Buddhist country, the fifth precept of avoiding intoxicating substances should be encouraged.

However, it appears that people wanting to celebrate Thailand’s success in combating the pandemic with a beer or a glass of red at a restaurant will not have long to wait.

Well bars remain closed but from Monday you can have a drink in restaurants. I envisage restaurants getting a lot of 'non-eating' customers.

One thing I noticed on the briefing. A picture was shown of someone disinfecting a room by using a spray. The operator carried a tank over his shoulder. It has been long accepted that 1: A disinfectant spray is ineffective in removing the virus and 2: Can be very harmful if breathed in. Being a spray, it could hang around in the air for a while.
The only recommendation is to wipe surfaces with an alcohol disinfectant.

I thought a sentence in the above report quite funny. The government is claiming credit because " In particular, he cited the willingness of politicians to let health experts call the shots;"
They must mean our Health Minister, Anutin who is not a doctor but acts like he is!
