90 day visa

My retirement visa expires in September,
1. Can I get a 90 day visa and than get retirement visa again in December?
2. Where is the easiest place to get one?
I live in Prachuabkirikhan.

When you say you have a "retirement visa" do you mean that you previously extended an O visa for a year?
If so, you have an annual extension, not a retirement visa and this can be extended again in September for another year. There's no need to get another O visa. The re-extensions can be done indefinitely as long as you qualify. You always extend off the original visa (O or OA) even though it has expired. (My O visa expired 7 years ago but I still use it for annual extensions. You must extend within 30 days of the expiry of the annual extension or else everything becomes void and another visa will be necessary).
If, however, you have an OA visa (which is commonly referred to as a retirement visa), good for a year's entry, you can't get another one here in Thailand but you can extend it in the same way as the O visa.
PS. If you live in Prachaub, the extensions need to be done locally.

Thanks Lomuamart, may be I am not explaining this correctly I have been here for 7 years I had a marriage visa for 6 years and last year I changed to a retirement visa which will expire in September, However for reasons beyond my control I will be unable to meet the financial requirement (800,000 Baht) time period of 3 months bank statement, so my question is can I get a 90 days visa outside the country and thus having sufficient time to qualify financially and apply again for a retirement visa, and if so what will be the best and cheapest option for me.

You don't need 800,000 baht in bank. Look at the other financial requirements as there are three. If you have income of 65,000 baht per month you can get income verification document from your embassy. If your American, just fill out the form and put whatever amount you want on the document, pay the $50 fee and they will notarize the document you need for immigration. If a Brit. then a bit more of a matter of red tape and time.

OK, understand the situation now.
As above, you have the option of 65k a month overseas income as well. There's also a combination of savings and income (total 800k again). Strictly speaking, the savings don't have to be the the bank for 3 months prior to application but I wouldn't bet on HH letting you get away with that. At the end of the day, I'm not sure. Might be worth while asking them - if it fits your financial situation.
Other than that, yes you can get another non O visa and then apply for the extension. I've done them before in Penang, albeit quite a few years ago. If you're still married, you can apply for the visa on the basis of marriage to a Thai national or retirement. If the former, then take a copy of the marriage certificate, your wife's ID card and a letter from her asking for the visa for you. Get her sign and date everything. That should get you a single entry O which is all you need. Only thing I'm not sure of any more is if Penang ask to see any proof of funds to issue the visa. There was no such requirement when I was doing it. Maybe someone else has more up to date information?
Penang's a bit of a bind in as much as you'll be away for 5 nights if you go by train - that's just the timing of things.
Do go and have a word with Imm though. As you've already had a number of extensions they may find a way for you to get around the need for another visa. Nothing ventured, nothing gained. Good luck.

Not sure about nearby but alternatives could be Vientianne or Savannaket.
As with all these Embassies or consulates, the requirements for getting the visa can change regularly. I'd try and find the names of some agents and fire off emails to them. You don't need to use them, just get the latest info.
