Proof of address when selling a motorcycle

We know the buyer has to provide proof of address to transfer a green book, but now they're asking for it from the seller.

I've never had to provide this before and for me it would require 3 hour round trip to immigration and another 500 baht.

Question: is this a local hurdle or a new law/requirement?

its the first time i have heard of it and i have sold a few , its wrote on the transfer paper and the green book so its obviously your to sell

I had to get one for the last car I sold and then another one when I bought my new car.
The last time I went to immigration about 2 months ago, the price was 400 baht

Definite new requirement, tried two separate transport offices - both asked for proof of address from buyer AND seller. They also want to see the bike but the muppet that does this was on a 2.5 hour lunch break ... so its another trip tomorrow ...
