And why shouldn't embassies be obliged to repatriate their citizens? I was under the impression (delusion) that they are supposed to HELP their citizens? I know it cuts into their cocktail time and petty cash but down at heel citizens no doubt will have to repay on their return.

Most European embassies will facilitate the transfer of money from family or others in the home country to a citizen abroad in need. Embassies will not lay out money directly.
