If you don't have an internet connection for VOIP calls, you can buy prepaid international calling cards all over Europe now that also out pretty cheap.
I call a Thai mobile phone for between 5 and 10 cents (euro) a minute depending on what country you're calling from.
You can normally buy them from small newsagents, internet cafes or Asian supermarkets.

this works out at least 10 times more expensive than a voip call. for less than £5 per month i make virtually unlimited voip calls to over 40 countries., including internal Thai calls i am based in Thailand.
if your mobile can access the internet you can make them via your phone. if you don't have a computer or mobile then use an internet cafe.
before i started making voip calls i was spending £40 a month on internal Thai calls and calls to the U.K. now as i said it's less than £5 a month and we make many more calls.

the question was the cheapest way to call Hua Hin.
Lebara is 6 pence per minute
Skype is 1.2 pence per minute
other voip providers are considerably cheaper than skype and you can make voip calls directly on your mobile
imo is a voip is the cheapest by a long way.

@ Rosso
Thanks Rosso, but is there no such thing as a predialling code for overseas calls in Switzerland? In Germany there are about 25 different possibilities.

quick-jonny :)

I don't know if this works from where you are, give it a try, it may be free to call Land lines and Mobiles in Thailand, it's free from UK.

The most cheap way to call is using voipbusterpro.com

4 euro cents setup fee. then 0.00 per minute ...

When my wife worked in Thailand, I spoke with here using that service.
