If you don't want to be hassled by touts on arrival, as soon as you come out of customs turn right and go up the first moving stair to the mezzanine level and come back down again after exit three where they all have to wait.

Just go to the public taxi stand and tell them you want to go to HH. they quote 2700. I say NO.. I do this every 3 weeks I pay 2300 and they settle for between 2400 and 2500.

as far as the touts I just tell them I have a driver picking me up.

I always go to departures and get a pay cab into Bangkok (around 220 bht).
Otherwise if I'm going to HH I usually book a taxi to pick me up (2200 bht)
Taxis are not supposed to pick up at departures but I've never had any problem as one of the guys always shouts a taxi over (I'm sure a few baht changes hands)

I noticed that when I arrived about two months ago, the police were allowing taxis to pick up at departures as long as they didn't wait around. You just had to get in one as soon as they had dropped someone off.
