The school (Hua Hin Wittayalai School) next to Market Village is active everyday from about 4/5pm. They have 4 basketball courts which are constantly active.
I'd recommend heading there if you're interested in basketball

Not sure if it's what you're after, but there's a fishing park in Cha-Am called Cha-Am Fishing Park amazingly enough.
It's stocked mainly with Mekong catfish and some carp
