4300 Baht? 1 week later you have a big choice of much cheaper flights, if the restrictions for domestic flights are removed.

I've been told by a reliable hotelier that around fifty 3 and 4-star hotels in Phuket have had their SHA Plus certificates withdrawn. This will effectively close them and they have been instructed to return advance payments.
The 5-star hotels are to remain open.

Still better than a Bangkok hotel - at least they can still drink inside their expensive hotel rooms. Holiday of a lifetime?This is a letter just sent out by a Phuket hotel to their guests, “restaurants and bars are no longer allowed to serve alcohol until further notice”. Guests can now only order alcohol through room service.

There's always checkpoint along that route, and rarely manned, pre-covid also. A few seem to be permanent check points. Been there as long as I've been driving the route, 10-15 maybe even 20 years.

I would ask at your accommodations, as probably more informed than us. I would think none after your 14 days, though possibly I'm too optimistic.
Ground transport, or flying to Krung Thep (BKK or DMK), then ground transport to HH ?
If ground transport, you'll pass through PhangNga & Ranong or Surat Thani & then Chumphon provinces, so you'll need to know if any restrictions for that.

Sandbox at risk of collapse after surge
Local tourism organisations have called for strict Covid-19 curbs to be relaxed to help with a quick recovery despite authorities struggling under the weight of a new surge of up to 200 infections a day.
Thanet Tantipiriyakit, president of the Phuket Tourism Council (PTC), said the latest cases were not caused by tourists but by local activities.
Disease control measures should be eased to allow visitors who are fully vaccinated and pass swab tests to enter the province to boost economic recovery, he said.
Chernporn Kanchanasaya, president of the Federation of Thai Industries' Phuket Chapter, said September will be a pivotal month. It is essential to vaccinate as many local residents as possible to shield them from the virus.
She also said the Digital Economy Promotion Agency is expected to set up smart checkpoints to screen visitors in October.
"The best measures must be put in place before people are allowed to enter Phuket,'' she said.
Sarayuth Mallam, chief adviser to the PCT, said that if the island is put under a two-month lockdown, it could spell doom for the Phuket Sandbox scheme.

I don't know what the experts were thinking with their Sandbox plans. Most people who work on the island would have returned to their villages whilst Covid basically closed tourism. Vaccinating everybody remaining on the island was never going to achieve what they wanted. It should have been as clear as the nose on their faces that as soon as the tourists returned, so would the unvaccinated workers chasing the tourist $. Result = Sandbox disaster.
If the tourist come, this will probably happen in Hua Hin as well. Most of the workers are currently residing in Isaan. If they don't return, who will staff the tourist attractions? Vaccinating the residents of the tourist spot is only half the job.
