Thai police require stricter foreigner screening and monthly case reports

As Thai tourism has grown significantly and the number of foreign tourists has increased, it has been reported that the number of cases involving foreigners breaking the law has risen as well.

Recently, there have been headlines about foreigners committing illegal acts, some of which pose a threat to society. In response, Pol. Gen. Roy Ingpairoj, Deputy Chief of the Royal Thai Police, issued a letter of instruction to the Commissioner of Immigration ordering stricter enforcement of immigration laws.

The investigation revealed that some foreigners had entered the country illegally and had ulterior motives for staying in Thailand. They disregarded Thai laws and their presence was not beneficial to the country in any way. Instead, they caused damage to Thai society, economy, politics and national security.

In order to control and prevent foreigners who are allowed to stay temporarily in the Kingdom of Thailand from committing crimes, causing disturbances or posing a threat to the peace, security or national security of the people, the following instructions have been issued:

Strictly screen foreigners entering and leaving the Kingdom. This includes the consideration of applications for extensions of stay, visa stamping, and changes in visa status. All relevant laws, regulations, and orders must be strictly followed.

Investigate and prosecute all crimes committed by foreigners. This includes violations of the Immigration Act, the Alien Employment Act, the Entertainment Places Act, illegal business operations, nominee arrangements where Thai nationals hold shares or real estate ownership on behalf of foreigners to avoid legal compliance. The behavior of foreigners should also be investigated to determine if they have any mafia-like influence. Cooperation with relevant agencies is required for integrated law enforcement.

Revoke the stay permits of foreigners who are found to be staying in the Kingdom without a legitimate reason or who have other behaviors that warrant the revocation of their permits. This should be done in accordance with the Immigration Act.

The Immigration Bureau was ordered to develop an action plan and set a schedule for continuous and comprehensive inspections in all areas at appropriate times.

For every arrest made, the case must be investigated further, and the results of the operation must be reported by the 10th of every month. The first report is due on 10 April 2024.

POLICE INVESTIGATE PHUKET FOREIGN-SHAREHOLDER COMPANIES
Police officers checked and arrested legal entities with foreign shareholders operating car and motorcycle rental companies and real estate rental companies in Phuket. The investigation revealed that there is a network of individuals who have violated the law in the same way.

Region 8 police together with Phuket provincial police raided a building in Moo 7, Tambon Si Sunthon, Thalang district, Phuket province on March 19 2024. The building was used as a storage facility for cars and motorcycles by foreigners who were partners in a Thai legal entity. A large number of suspicious cars and motorcycles were found and the foreign operators are now under investigation.

It was established that these foreign individuals had entered Phuket as tourists. They then inquired with legal experts about the conditions for obtaining a residence permit in the country, focusing on the registration of legal entities. Originally, the shareholders were Thai nationals, but then the shares were transferred to the foreign individuals to hold in accordance with the shares required by law for Thai legal entities.

Phuket court responds to surge in tourist-related cases
The Phuket Provincial Court will reopen its tourist section to help visitors to the province settle court cases following a recent surge in litigation linked to tourists.

Acting chief justice of the Phuket Provincial Court, Kriangsak Rodpunshoo, recently presided over a meeting about reopening the section.

He said the large number of Thai and foreign tourists in Phuket has caused a surge in criminal and civil cases in which tourists are involved.

The rise in cases is affecting tourists' confidence in their personal safety and the potential risks to their property, and is also having a spillover effect on tourism in general across the nation, said Mr Kriangsak.

I think the latter, but now they go for the less serious ones too, such as mc rentals, tour guides etc.

But from my point of view it is very welcomed since this is illegal and for us following the rules it is discouraging when the criminals get away with their crimes.

Yes, but you have to look at some of the petty stuff being reported on national news. OK, not nice for the taxi driver, but an Austrian fighting with a taxi driver because he wasn't allowed to smoke. Yes, a crime, but national news when you see some of the Thai on Thai stuff? It is most certainly a witch hunt.

I'm sure they have been told not to report on the majority of Thai on Thai stuff as it will scare away tourists.

Thai news reports it all on TV and print, but most foreigners never see that media.

Yes, but a foreigner driving a car on a beach, and another in trouble for touching a whale shark amongst other gems yesterday.

Is all of this petty reporting not going to keep holidaymakers away just in case they might need to fart in public? Yes, I'm saying that in jest, but I'm sure a possible future headline.

That Austrian wont be much of a loss when he gets thrown out the country, what kind of an idiot puts the driver of the car they're in into a headlock while they're trying to drive?

You are right. I didn't read it, but it was in the Foreigners behaving badly section.

I just get fed up with this stupid witch hunt. Yes, they are not nice, but it is petty crime that you'd most probably find anywhere in the world. Of course its wrong, but why is it national news here?

The media (and politicians) are very good a stirring up nationalism, which is essentially what this is all about. Thais shooting or kicking the crap out of each other every day doesn't instill the same reaction as 'nasty aliens'. I'm just happy this has all been limited to Phuket and the islands so far (where there are a lot of idiots.)

Phuket task force files 400 cases against foreigners
At least 400 criminal cases have been filed against foreigners by the province’s new special task force set up to watch out for bad behaviour by visitors, according to Phuket governor Sophon Suwannarat.

The centre was established a month ago following several incidents involving foreigners, including the highly publicised case of a Swiss man who kicked a female Thai doctor on Yamu Beach in February.

Mr Sophon said that almost 100 foreigners have had their visas revoked, adding that it had to be done for public safety.

A HALLUCINATING AMERICAN VISITOR SMASHES A THAI MAN’S CAR
A Thai man was stunned to witness an American man abruptly smash his car with a brick in front of Phuket’s hotel.

Police officers from Wichit Police Station, Phuket Province, received a complaint from Mr. Tharatit na Pattalung, 33, stating that on April 11, 2024, at around 5:30 a.m., while he was parking his car in front of the Seabed Hotel in Wichit Subdistrict, Phuket Province, a foreigner, later identified as Mr. Denny, a 46-year-old American citizen, took a brick and smashed his car, causing damage to the driver’s door and the front passenger door glass.

He therefore filed a complaint with the investigating officer to prosecute Mr. Denny Ian Martini for destruction of property. The police arrested the suspect.
