Immigration-Bluport-Certificate of Residence

Do the Immigration office at Blueport issue Certificate of Residence and if so are their opening hours as usual?

If the certificate is for a Thai National, the certificate is issued at MV,2nd. fl., outside, next to KFC.

Thank you. I have recently always used the main office for Certificate of Residence anyway but things change regularly and faster than I need their service so want to check.
