Yes, you can.
My driving license is issued in Pranburi, I got the Intl. driving permit in Petchaburi.
You can get it in the provincial main branch only.

provincial main branch for HuaHin is Prachuap Khiri Khan, you cannot get in Pranburi.
provincial main branch for Petchaburi province is Petchaburi. You cannot get in Cha-Am.

No you don't. Certainly not in the UK. I know of several Thais who are in the UK driving on their Thai licence.

Last time I was in the UK(3 yrs) I hired a car on a Thai D/L. I had both but the hire firm told me it was easier to use the Thai one.
