Vehicle title transfer

I have a friend who owns a motorcycle here in Hua Hin.
He had a residents yellow book for a couple of years but left Thailand for a while when his visa expired.
He has returned to Thailand but no longer has a yellow residence certificate.
He still has the cycle, an up to date green book and all taxes are paid.
I want to buy his cycle from him but we have run into a roadblock at Department of Land Transportation.
They want his proof of residence in order to transfer the title.

Yes, you BOTH (buyer and seller) need the 500 baht proof of address letter from immigration.

is he renting a house a copy of the lease will do
even if hes staying at a hotel will still be able to sell it
he only needs a address

Immigration only needs the address. (No proof of address only what you give them.) They do not check your address. Bring Passport and 500 Baht and they will give the letter.
I wouldn't have to manage my anger if people could learn to mange their stupidity!
