That language sites have 2 August as government holiday. So post offices, immigration, etc will be closed. Banks should be open.

But more importantly, will the bars be open?

Tuesday and Wednesday, August 1st and 2nd-Asahna Bucha Day and Buddhist Lent Start, GUARANTEED TWO-DAY CLOSURE OF BARS
In late 2007, the government formed by the Council for National Security in the wake of the 2006 coup passed the Alcoholic Beverages Control Bill. After the law took effect, the government led by Abhisit Vejjajiva issued a ministerial regulation prohibiting the sale of alcoholic beverages on Makha Bucha Day, Visakha Bucha Day, Asarnha Bucha Day, and Wan Khao Phansa (so-called Buddhist Lent). Only hotels were exempted from the ban.

In 2015, the post-coup National Council for Peace and Order government extended the alcohol ban to cover hotels and added a fifth annual holiday, Awk Phansa, or the end of Buddhist Lent Day. The only exemptions granted were for airport duty-free shops and for business-to-business sales.

Nationally from what I read from various sources, bars are open. No idea if local authorities will have a different idea.

The old king never wanted bars and entertainment venues closed. Out of respect for his wishes I imagine the bars will stay open.

And also in The Thaiger:
April 6 is Chakri Day, celebrating the inception of the Chakri Dynasty, a significant milestone in Thai history. Alcohol sales continue unhindered on this day and its substitution day on April 8.
