Fake parking tickets

The other day my neighbor was picking up laundry and received a ticket on his car. By the time he got home the owners of the laundry called him to confirm if he did indeed get the ticket. They asked him not to pay it and to send them a photo of it.

They sent the photo to public servant friend (yes I'm being vague because of Thai defamation laws) who sent it back along with a photo of a real ticket that includes a red stamp.

Apparently some local civil servants in HH who may wear brown uniforms issue unregistered tickets, when the victims of these tickets go to a certain building to pay the ticket the civil servant's associates know immediately if it is fake because of the missing red stamp and the payment is pocketed.

A truly clever scam, if the victim doesn't pay it they need not worry as it has never been added to the computer registry. I don't know if this scam is real for sure but I did see the message from the civil servant who exposed it. I also don't know if it extends to other misdemeanors.
