New law lets buyers check before paying
A new law allowing customers to open packages of products they ordered online before paying for them has taken effect, according to the Royal Thai Police (RTP).
According to Prime Minister's Office Minister Jiraporn Sindhuprai, the notification was announced in the Royal Gazette on July 5 and went into effect on Oct 3, giving logistic and delivery companies time to adjust to the new law.
The cash-on-delivery (CoD) law is also known as the Contract Committee Notification on CoD Service law.
In the wave of ever-growing online shopping popularity, the law protects customers and logistics companies in CoD transactions, said Ms Jiraporn.
It ensures that customers can refuse to make a payment if they receive defective or damaged items upon delivery or items that do not match their orders, she said.
Customers can return such goods in their entire batch even if only some items in the set were incorrectly ordered.
If the goods differ from what they ordered or are damaged, a customer must return them within five days, and the money must be returned to the customer within 15 days.

Handy ... the last two orders I made from Laz were the wrong spec/sizes. Not worth the hassle sending back to China though for the minor costs if the items.

Very confusing, it seems to say that deliveries can be opened, rejected/not paid for, then goes on to appear to say that the goods must be returned within 5 days and refunded (so, paid for on delivery?) with the driver having issued a receipt, taken photos, etc.
I don't use COD and have never in 10 years had a problem with getting a very prompt refund from Lazada when incorrect goods have been delivered (I've never had to deal with a broken item being delivered so I can't comment on that). I buy from well established sellers only who don't offer prices well below the actual retail price, and this new law is unlikely to make me want to turn to COD, unless I've understood it incorrectly on the basis of this news article.

I need a couple of items by midday 16 Nov. Standard Delivery on Lazada shows 14 to 19 Nov guaranteed. It might get to me in time, it might not.
I contacted several companies via Lazada yesterday (12 Nov) asking if I could pay to upgrade their Standard Delivery to a faster delivery to ensure delivery within 4 days. The answer in every case was Standard Delivery MIGHT arrive in time. They were not interested in upgrading, so each lost a sale as a result.
Where is the drive to make their businesses successful? Laziness in my opinion.

Another observation for Lazada for me anyway. When you type in English to search for something, the majority of the results are items from China (90% fake or dubious). When you search for the same thing in Thai, you'll get the local equivalent shipped from here, usually more expensive though. Searches on the website and the app throw up completely different things (for me anyway), the app is way better.
I know Lazada is a Chinese company, but I thought the Thai govt wanted to crack down on the influx of cheap and nasty Chinese products.

Its not what I wrote. The app is much better for searching for things than the website (unless you're typing in Thai), I use the app 99% of the time. Others' findings may be different though, its just an observation.

I do understand that. I wonder if it's possible to find a product on the app and then find it on the website? I don't use the phone app because it seems to be a completely separate account from the account on my laptop, products bought on one don't appear in the list of products I've bought on the other. That's my main problem. Anyway return of products (often needed) is far better on the website.

PS - is 'Lazmall' on the website better? "LazMall sells only recognisable brands and authentic international products selected for the shoppers to view when searching product listings."

The one on your phone is probably linked to the Google account that the phone has been set up with, the web one is likely a different email address. Haven't tried returning stuff so no experience there.

I have now found the exact same items on Shopee with guaranteed delivery by 16 Nov, so it's fingers (and everything else) crossed in the hope they mean it, and haven't won the sale by using this 30฿ if they fail, get out clause. Has anybody tried to claim their 30฿ for a failed delivery on time before? I've tried once, but the 30฿ has never arrived yet - I tried to claim a couple of months ago.

I buy a lot of stuff from Lazada mainly because I find it easier than Shopee. Even when I have ordered from a dodgy seller, usually a bunch of letter with no review and only used because I was tired or careless, and the item does not get sent I have been given a refund via my wallet. A recent one was when I was trying to get a genuine DeWalt power tool that they obviously did not have and I did not worry that 3k plus baht was in the wallet because I used it for other things. I cannot recall getting any late delivery but as I am away at the moment I rely on the family telling me the items have been delivered. Usually delivery is on time though when I do follow it. Just bought some items in the 11.11 sale and one has already arrived so no issues with delivery times as a rule.
My phone is the main tool I use and English for the searches predominantly. If the search only returns a couple of answers I copy the Thai text and search which usually yields more results but a lousy internet connection here at work tends to result in an order being made to avoid wasting a lot of time.
Shopee I find is better using Thai text but again for me means a lot longer to read and translate (good old google for the more complicated words). Prices are not so different either but I find it easier to pay on Lazada, both using a Kbank online account.
Certainly see much more Chinese products on Lazada but as I am in China every two weeks I get our Chinese lads to order from Taobao, JD or some other Chinese site at much cheaper prices (impossible without Chinese language skills and a Wechat account to pay for them). Unfortunately on all the sites there are so many fake items and dodgy drop-sellers you need to take time to scrutinize the details to make sure you are not let down.

On the occasion I tried to claim my 30฿, they actually wrote to tell me they had failed, and invited me to claim my reward. I followed their steps, but the reward never happened. I've had many sleepless nights since, worrying about where all my money had gone to

Laz is definitely Chinese product dominated these days. Three things I looked for over the weekend, available from both China and Thailand (if you searched in Thai.) The identical items from Thailand were as much as 50% more expensive with shipping charges; the much cheaper same products shipped for free from China, though it would take two weeks. I can wait with such significant savings.
Thailand simply cant compete with China - I have a feeling the Thai vendors buy the same stuff from China then add their markups to them. However, Thai consumers are getting more savvy now, ordering directly from China via Laz (evidenced by the reviews).

The only caveat is the quality of some Chinese goods which look fine on the site. A replacement electric razor head looked identical to the one I have but when it arrived I was shocked at the quality, and it hardly even fit the shaver it is designed specifically for, also flimsy and performing very poorly. I returned it and received a very prompt refund, it's just the inconvenience that rankles. I do prefer to pay a bit more for true factory replacements but sometimes they're just too expensive, so get tempted. Usually I'm happy.

Yeah, it is a gamble ordering from China and I won't do it for expensive stuff, but when the photos and product descriptions are identical, its the same gamble ordering locally ... but paying more. The reviews do help if you can read Thai.
