I'd say the 17th - 7 days after the report date. However I've unintentionally (forgot) have reported up to 10 days late and got away with it. Maybe my wai and apology worked.
As usual, it's about the officer you're dealing with and not the written rules.

Yes agreed, it is mostly about that in the final analysis.
But I was just curious as to what the actual rule was and whether they could fine you for being 'late' on 17th (by counting the first day as the 10th)
There are other instances with immigration of when the count starts....

Just FWIW, the one and only time I was "late" reporting (I was one day late because the due date fell on a Sunday) I was been given a stern warning by the older lady IO in BlúPort, not to report after the due date next time.
I did my 90 day report at Bluport on Friday. I have to confess I had forgotten about it and it was due on Sunday the 15th.
I was dismayed by the queues and even more dismayed to learn there were only two IO's on duty.
After waiting 15 minutes and then realising everyone seemed to be extending visas and the queue hadn't moved, I decided to return later. Luckily, it was nice and quiet by then.
If this carries on, I wil go back to doing it online!

Things have changed. The last 2 or 3 '90' day reports, there has been zero queue and in and out in a minute or two.
