I've just seen something saying you should only eat at SHA Certified establishments. Admittedly, since Covid, I have rarely eaten out, but this is the first I've heard of SHA. Does it exist locally?

I actually had to look it up, and was amazed to see it has been a Thai standard since April 2020.

The Tourism Authority of Thailand (TAT), in collaboration with the public and private sector partners, is introducing an “Amazing Thailand Safety and Health Administration: SHA” certification aimed at elevating the country’s tourism industry standards and developing confidence among international and domestic tourists.

The project is part of TAT’s efforts to mitigate the impacts of the Coronavirus Disease 2019 (COVID-19) crisis and accelerate recovery in the travel and tourism sector. The Amazing Thailand SHA certification is to prepare Thai tourism operators to be ready for the return of tourism post COVID-19.

I was just applying logic to the situation. State quarantine is state quarantine.

To whom it may concern; please stop applying the word "logic" when referencing anything to do with Thailand. This concept is foreign and does not exist here.

I don't think it's a matter of logic though, just the facts as stated.

The article quite clearly says that:

the withdrawal of state quarantine facilities would apply only for those arriving by air.
