It happens if the VPN is running or not. I don't think I've ever connected through a Washington, US server anyway.
I've had a similar issue where there was a VPN working in the background that I was not aware of - be it through Anti-Virus Software or an add-on to an Internet Browser (or browsing in "Incognito Mode") etc.
[EDIT] There's also a "Built-in VPN Client" on Samsung Devices - knowing you use a Samsung device.

Thanks - after a bit more research, I seemed to have gained a little more "insight" into the whole saga!!
Apparently it CAN be done on a Windows (or Apple OS) PC/Laptop. It's not used via the HDMI Port, but through an Adaptor (of sorts) to a USB Port. Rather than the adaptors that I and yourself were considering, it's actually an "HDMI Capture Card" - HDMI to USB connection and the use of a free software such as "OBS - Open Broadcaster Software", which seems to be useful for a multitude of tasks.
FYI - The Capture Card itself is available for around £13 in the UK and appears to be a useful piece of kit for many Video Capture/Editing/Streaming projects.

Well done mate! Yes I watched a YouTube video of setting up OBS, if you can save the settings so it works the same way every time you open it, that should be a simple answer. You can even record the video (if your hard disk has the space). Video lossy compression and formatting is actually an art to learn, if you want to keep something like an amazing performance from the Welsh rugby team and show your friends.
Insh'allah the software is actually free and not just a free trial period.

The first thing I'd suggest is type 'location' into the taskbar search box and check that your lappy is allowed to check your location, plus other options. I initially thought maybe Google's settings are wrong but as it's happening with Foodpanda also it looks like it should be a Windows settings problem.
Are we talking about a laptop or phone here? Grab and Food Panda are mobile apps. Aside from VPN and GPS, the locale is also sometimes determined by the Google account managing the device - this also decides what apps you can and can't download.

Possibly at some point you disallowed Chrome to access location. Either for individual websites or for all sites. You should be able to change this in Chrome's settings.
Well, I've found where to set it, but all I get is unhelpful help pages that are taking me around in circles. Looks as if I'm stuck in Washington forever.
