Most people still don't wear crash helmets

I totally agree Pete, it's the mentality that needs to change and that certainly won't happen overnight. It needs a concerted effort by those responsible for law enforcement, not just wearing of helmets, seat belts, use of mobile phones, speeding, lane changing, etc. Unless and until the BIB start enforcing the rules then nothing will change.

if someone does not wear a helmet and fasten it correctly it is only they and their family that will suffer in the event of an accident. Trying to convince Thais and many foreigners to wear them is a waste of time as they will not conform.

The police can fine them but it is also the responsibility of family to educate their young, unfortunately this is not easy with Thai family, I have discussed this countless times with my family, even paying them to wear helmets, buying good ones instead of the cheap s*^t, however once around the corner it is off. So sadly I have given up.
