There are still restrictions in Phnom Penh - nightclubs, karaoke and bars also remain closed. The remainder of Cambodia has opened up though.

I think there is more involved here than meets the eye. The big haired women temperance brigade is no doubt piggybacking onto the Covid bandwagon.

Alcohol has nothing to do with Covid (which is why most other countries haven't banned it), most of the infections in Thailand have come from factories, worker camps, and prisons. It is just the junta's way of keeping control, keeping the police in coin, and quelling those pesky protestors while destroying businesses and livelihoods in the process.

There were several countries that closed bars etc during lockdown. Wales, for example, banned the sale of alcohol in pubs, cafes and restaurants on their premises.
There are other countries around the world that also banned the sale of alcohol.

In the UK clubs pubs entertainment venues sports venues were all shut. It was in Wales (still in the UK!) for a while:

The measure announced by first minister Mark Drakeford will come into force from 6pm this Friday.
Cinemas, bowling alleys, bingo halls and other indoor entertainment venues must also shut from the same date.

Are we talking of the latest lockdown? Countries have had lockdowns more than once. Wales was locked down and then re-opened hospitality after reporting no deaths for a while. Following that they went into a further lockdown when they banned the sale of alcohol.
I don't know of any country that have banned the sale of alcohol outside of a lockdown. Why would they. Thailand are in the process of ending the lockdown. It's not fully complete yet.

Just for you Lindo, the above is the full question. In my answer, Wales banned the sale of alcohol in pubs and restaurants although still allowed to open.
Lockdowns have occurred more than once in many countries, and at different times. Look at Thailand through most of 2020 whilst other countries were suffering badly and instigating lockdowns. Different countries have had different experiences of Covid.
Of course I understand the words before and after. I don't see any mention of 'before' or 'after' a lockdown. Just a reference to restaurants being allowed to open.
I'll not say any more about it as your take on the subject is different to mine.

Your knowledge of the calendar is obviously suspect. What is your definition of a 'lockdown'. It originally referred to prisons. There have been several redefined definitions during Covid. There are varying degrees of lockdown. Here explained are the restrictions/lockdowns in the UK:
