As I suspected, the scheme will start on 1st Oct. Still no details on how to obtain a certificate and yes, TIT, there will be a new App for us to learn, and pass the test before we are allowed to enter.

If Khaosod is correct, the percentage of Thais double jabbed is just 14%. The rest will go hungry it seems.

Am I understanding this correctly? From 1st September Restaurants amongst other establishments were allowed to re-open sans alcohol without any screening regs but from October things change..confused.com

Yes, as with many things here in Thailand the intention was to go the full monty in September, but then somebody realised they didn't have the infrastructure in place. The opening went ahead, and they put a little rider in the announcement stating by October. Now the controls are 'sort of' catching up.

So from Oct 1st and assuming you dine out once per week, unless you have been fully vaccinated (14% to date), you will need to spend between 1,500 - 2,800 baht each, every week for a antigen test in order to enjoy your 'noodles'!
Crazy isn't a strong enough word.

I suspect many restaurants won't bother opening, as the cost won't be worth it, or more likely, these ludicrous rules will be a non-starter. I get my 2nd jab on 10th October, I won't bother doing anything until then. If a restaurant refuses me, so be it.

Not according to the price list on another thread (posted by you, BB a couple of hours ago!)
BKK Hospital the most expensive with the clinic selling home kits for 300 baht which I'm sure there is no resultant certificate for.
Edit: I notice above that you state the ATK which are home testing kits. However as I mentioned, how would you get proof of a negative test. Also the kits are not accurate and need to be backed up by a PCR test to be official.
They are an aid only.

The first thing they have to do is decide upon a format. We've seen joelle's basic version, and we've seen the photographic version used in the Bangkok market. Once a universal format has been decided upon, they have to work out how to retrospectively issue the certs to the 14%??? already eligible, and how to issue a further up to 1M daily. I'd be quite P'd if after waiting all of this time for jabs, I had to wait several weeks more before I can eat again. Will they manage to achieve the infrastructure to do that by the end of this month? Unlikely, so there are going to be a lot of P'd people around.

If it's true that the emergency decree is lifted and CCSA disbanded at the end of the month (

Prayuth probably had enough of taking the blame in the confidence debate.
