^I think a large problem is that where things that were built on conditions of dubious legality like the restaurants along the temple wall, the pier restaurants etc., which were very popular but now that they've been removed, no one is prepared to fund rehabilitation of the sites.

Those restaurants on piers were one of the nice things about eating out in Hua Hin, but they did block beach access so there was no legal defence against them being removed unless the municipality had make a special case for their continuation, maybe on tourism grounds. Sad. ^I suspect that the reason all those piers haven't all been removed is because of political influence gained from their revenue.
I've often walk past them on the beach at low tide and they're built on literally hundreds of concrete pillars and removing those from the beach would be a challenge.

There are plenty of Russians in Hua Hin - I've come across them all over the place. At the hospital, in the markets (Hua Na, especially) at the gym I go to (True Arena) in Market Village etc.
Couldn't say wether they're mostly tourists or residents - although I would have to say all the ones I've actually spoken to were residents. There were plenty that I didn't speak to (just heard them talking to each other).

The tourist families are not hard to spot on the beaches through style and appearance, usually easily identified as such. You can get a lot of practise in Phuket! I don't believe many Russian tourists come to Hua Hin, of course I could be wrong.
I'm not being derogatory. As I say, I have Russian friends. I was going to ramble on about the good side of Russia but see I'm getting way off topic.

There was talk years ago of Hua Hin/Cha-am becoming its own province ... but it never materialized.

Well I've said it before, and I'm sorry for repeating myself, but IMO Hua Hin is a mess. The main beach entrance near the Centara is cluttered, the water taps to rinse your feet have been turned off, the horses STILL stand right as you try to step onto the beach.
Now move along..The seafront COULD be a wonderful area, my mum said years ago it needs a proper promenade where a few tables would be allowed & folk could enjoy the ambience (but any amount of pressure cannot shift the present owners of the shanty shacks)
OK, some would call it 'character', yes I can live with that, but earlier this year I walked along the beachfront road, & it really needs tidying up.
On an evening in Pratchuap..folk buy food from the nightly stalls, and eat across from them against the sea-wall on the wide pedestrian area..it's wonderful..the whole area is lined with Thai families snacking and soaking up the ambience.
It rather seems that no-one in power seems to give a damn about how H.H. looks nowadays..
