Yes, and that point reminds me that you don't actually need a tower up there because it's high enough to see everything already.

The monkeys at Hin Lek Fai were not always like that.
The problem is that a lot of money was spent on Hin Lek Fai with the view of it being a tourist attraction. It was never promoted. Visitors were fewer and fewer and the shops and restaurants were abandoned. No customers - no business.

Everything was in place. Ample parking, large Aviary, great viewpoints, shops and restaurants, good road access.

Why did it fail??

As you said, "It was never promoted." Contrary to the movie, "If you build it they will" not come unless you promote it.
