7 provinces warned of rise in Chao Phraya dam discharge

People in seven provinces in the Chao Phraya river basin have been advised to monitor water levels as more water will be released through the Chao Phraya dam in Chai Nat province, an official said on Sunday.

Surachart Malasri, director of the 12th Irrigation Office, said he had sent a letter to the governors of seven provinces in the Chao Phraya river basin, from Chai Nat down to Ayutthaya, warning people below the Chao Phraya dam to expect higher water levels downstream.

On Sunday at 6am, the water level on the northern side of the Chao Phraya dam was 16.73 metres above mean sea level (MSL) and the dam was discharging water downstream at the rate of 898 cubic metres per second.

Since the Thai Meteorological Department has predicted more rain in the upper part of Thailand during Sept 10-13 and more rainwater is expected to flow into the river, the Royal Irrigation Department will discharge water through the Chao Phraya dam at the rate of 900-1,200 cubic metres per second. However, he did not say when this would begin.

As a result, the water level below the dam from Chai Nat province to Sena and Phak Hai district of Ayutthaya will rise by 30-80 centimetres. People along the river bank should keep monitoring the water level to take precautions if necessary, he said.

River communities face flooding as dam discharge increased

Riverside communities in Kanchanaburi province are being warned of likely flooding as irrigation officials increase the discharge rate from Vajiralongkorn Dam in Thong Pha Phum district.

Waiwit Saengpanit, director of Vajiralongkorn dam, said about 25 million cubic metres of water will be discharged from Sept 10-15, up from the planned 20 million cu/m, due to the steady inflow from upstream.

The water level has reached 87.65% of retention capacity. The reservoir can hold up to 1,094 million cu/m of water. The dam inflow is estimated at 1,900-2,000 cu/m of water until the rainy season ends, so officials need to increase the discharge rate.

Mr Waiwit said businesses and communities along the Kwai Noi River in Sai Yok district are being informed of the situation. Authorities will also survey flood-prone areas to keep damage at a minimum.

He said the dam operator will not repeat last year's discharge of huge amounts of water through the dam's spillway gates.

Last year the spillway gates were opened for the first time in 16 years to maintain the reservoir at a manageable level. This caused massive flooding downstream.

Elsewhere

A total of 17 districts in Ubon Ratchathani in the northeastern region, have been declared disaster zones as the flood situation worsened.

By Wednesday morning the Mun River had risen 12 centimetres to 10.67 metres.

In the municipal area of Warin Chamrab district, business operators build flood embankments to protect their premises from a metre-high flood. Schools in the area will remain closed until Monday.

Ubon Ratchathani governor Sarit Withoon said 25 districts had been ravaged by flooding with more than 126,000 people affected.

Seventeen of them were declared disaster areas and allocated a budget of 200,000 baht each for flood relief operations.

The districts are Muang Samsip, Trakan Phuetphon, Na Yia, Tan Sum, Don Mot Daeng, Nam Khun, Lao Sue Kok, Khuang Nai, Warin Chamrap, Kut Khaopun, Nam Yuen, Pho Sai, Det Udom, Na Tan, Sri Muang Mai, Phibun Mangsahan and Sawang Wirawong.

Forty-eight shelters are up and running in seven districts with more than 4,800 families from 51 communities evacuated there.

He said all sluice gates at Siridhorn and Pak Mun dams were raised to full capacity to speed up drainage of water into the Mekong River and 30 water pumps were installed at a bridge across the Mun River in Warin Chamrap district.

In Si Sa Ket's Yang Chum Noi district, the Mun River overflowed and flooded several communities and Highway 2382 linking the district with Ubon Ratchathani's Khuang Nai district.

A 6km stretch of the highway was under 30-70cm of flood water and impassible by small vehicles. Flat bottom boats were provided to transport people who need to travel between the two districts.

Major flood to hit Ubon municipality on Friday

Muang district of Ubon Ratchathani province faces major flooding on Friday as a massive quantity of water moving down the swollen Moon River reaches the municipality.

Warin Chamrap district, the next door neighbour divided from Muang district by the river, will also be hit by the overflowing river.

Ubon Ratchathani is one of five northeastern provinces battered by flooding caused by two recently departed storms, Podul and Kajiki, the Disaster Prevention and Mitigation Department reported on Thursday.

But as the flooding drains off in the other provinces, Ubon Ratchathani province is on the receiving end, as it lies downstream on both the Moon River and its tributary the Chi River. The Moon flows along the edge of the municipality, separating it from adjoining Warim Chamrap district. The Chi avoids the town.

The Provincial Irrigation Office on Thursday warned that a massive surge of water moving down the Moon River will reach the municipality by Friday. It is forecast to flood both Muang and Warin Chamrap districts through the weekend. Then the water level is expected to drop as the flood front flows into the Mekong River.

Prime Minister Prayut Chan-o-cha visited flood-hit areas in the province on Monday, and on Thursday warned Ubon Ratchathani residents by Twitter message of the approaching wall of water.

Muang and Warin Chamrap are already flooded and the arrival of the surge will exacerbate the plight of the people there, officials said. The last major flooding in Ubon Ratchathani was in 2002.

"This year, the flood has caught us off guard. It came very fast, without warning," Muang district resident Premruethai Pongthitirat said.

"The municipality alerted us only when the water had already reached the top stair of my house," she added.

Sunpasithiprasong Hospital in Muang district is preparing for the inundation, stocking up on blood and medicines for patients. It has checked all utility and hospital service systems and moved medicines and medical equipment in the basement to higher ground.

Workers are busy reinforcing sandbag walls to defend the compound from the rising water.

"We have contingency plans in case the hospital is flooded, although the hospital is one metre higher than the road," Dr Monchai Wiwattana Sitthipong, the hospital director, said.

Sunpasithiprasong Hopital is the receiving centre for patients transferred from all state hospitals in five provinces comprising the lower northeastern region. It currently has 250 seriously ill patients and 1,200 in-patients.

People across the country have been tweeting friends and compatriots in Ubon Ratchathani with messages of support, with the situation being updated on the #saveubon hashtag - which trended to top viewing on Thursday.

Severe floods remain in the four northeastern provinces of Roi Et, Si Sa Ket, Ubon Ratchathani and Yasothon, and about 24,000 residents have been evacuated.

Chayaphol Thitisak, director-general of the Department of Disaster Prevention and Mitigation, updated the flooding report on Sunday. He said 24,235 people have been evacuated from severely flooded areas in Roi Et, Ubon Ratchathani and Yasothon.

Concerned organisations mobilised manpower and equipment -- including pumps and water propellers -- to speed up drainage and were handing out food, drinking water and necessary consumer products to victims, he said.

Since late last month, floods have hit 32 provinces, mostly in the North and the Northeast, affected about 418,000 families, and killed 32 people, Mr Chayaphol said.

The biggest concern was Ubon Ratchathani, where floodwater from other northeastern provinces was gushing in.

Thaweesak Thanadechophol, deputy director-general of the Royal Irrigation Department, said reduction in reservoir discharges in the Northeast was lowering flood levels in Ubon Ratchathani by one centimetre per hour.

Without additional rain, local residents earlier evacuated from flooded areas in the province should be able to return home in 4-5 days and streams and rivers should stop overflowing by the end of this month, he said. Officials were operating 260 water propellers to speed up flood drainage.

Mr Thaweesak also said that his department had started to withhold water in the Chao Phraya river basin to save water for the dry season.

Ferries, marine tours halted at Ko Chang

TRAT: Ferry services and coastal and waterfall tours were halted after water runoff inundated low-lying properties on Ko Chang in this eastern border province amidst torrential rain and rough seas.

Local officials reported runoff and overflowing canals on the island following more than two days of torrential rain. Several roads, bridges and properties near waterways were damaged.

The areas around Khlong Son, Khlong Phlu, Kai Bae and Chai Chet bridges were affected. Motorists were advised to stay away from flooded roads and bridges due to powerful currents, which already engulfed several vehicles.

The management of Mu Ko Chang National Park closed Khlong Plu and Tan Mayom waterfalls, which were flowing heavily. It also suspended coral tours on Ko Rang island due to rough seas.

Floodwater was reportedly 30-50 centimetres deep in Ban Khlong Phrao, Ban Khlong Makok, Ban Hat Sai Khao, Ban Mab Khang Khao and Ban Kai Bae villages. Several properties near waterways were at least one metre under water. Strong currents slammed branches and logs against bridges.

Severe runoff occurred on Sunday morning. The levels of local canals were fluctuating as runoff from the island's mountainous terrain continued. Local authorities said they might ask the navy to pick up tourists if rough seas continued unabated.

Chiang Mai main roads flooded following heavy downpours

Heavy downpours early Thursday morning triggered a run-off that inundated main roads in Chiang Mai’s Muang district, including the road in front of Chiang Mai International Airport.

Officials from the Chiang Mai weather forecast office said 81.6 millimetres of rain fell between 4 and 7am causing run-off from the Doi Suthep Mountain to flow through the Wing 41 command centre and inundating the outer roads of Chiang Mai’s downtown area as well as the road in front of the airport .

Officials instructed passengers to use the Chiang Mai-Hang Dong road to reach the airport.

Officials said other areas were also flooded, including Sri Ping Muang area, Chang Klan road, Pracha Samphan road and Boon Ruangrit road.

Flood misery persists in 4 provinces

Flooding persists in four northeastern provinces and heavy rain is forecast to continue until Sunday in many areas, including Bangkok, before temperatures drop by 3-5 degrees Celsius in upper Thailand from Sunday to Thursday.

Chaiyaphol Thitisak, chief of the Department of Disaster Prevention and Mitigation, said on Saturday that flooding remained in Ubon Ratchathani, Yasothon, Roi Et and Si Sa Ket.

A total of 18,063 people in 45 locations were evacuated in Si Sa Ket and Ubon Ratchathani provinces. Most of them were in Ubon Ratchathani, where 17,901 people in 42 locations were moved, said Mr Chaiyaphol.

Two recently departed storms — Padul andKajiki — have triggered flash floods, runoff and mudslides that ravaged 32 provinces nationwide since Aug 29. A total of 419,768 households in 7,172 villages in 183 districts have been affected.

A total of 4,943 houses were damaged. There were 35 confirmed deaths linked to flooding in Yasothon (9), Roi Et (6), Amnat Charoen (5), Khon Kaen (3), Ubon Ratchathani (3), Si Sa Ket (3), Phichit (2), Phitsanulok (1), Mukdahan (1), Sakon Nakhon (1) and Nan (1). One person was injured in Chaiyaphum, said the department chief.

In an announcement issued at 11am on Saturday, the Meteorological Department said the monsoon trough was found across the lower North, upper Central region and lower Northeast while a moderate high-pressure system from China covered upper Vietnam and Laos. Thundershowers, gusty winds and torrential rains are likely in upper Thailand during the weekend. And from Sunday to Thursday, the temperatures will drop by 3-5C.

On Saturday, heavy rain and gusty winds are expected to affect 11 provinces ................

Hours of rainfall caused floods at the centres of Chiang Mai and Prachuap Khiri Khan provinces as an incoming high pressure system sparked volatile weather patterns on Monday.

In the northern province of Chiang Mai, flooding covered a wide area of the provincial centre in Muang district. Flood-prone roads were impassable to small vehicles, including a Chiang Mai Superhighway underpass where numerous small vehicles broke down.

Thanawut Panchaporn-udomlarp, director of the Northern Meteorological Centre in Chiang Mai, said weather fluctuations would continue on Monday and Tuesday because of a high pressure system that was arriving in the upper part of the country.

There would be thunderstorms and temperatures would drop by 2-3 degrees Celsius, he said.

In Prachuap Khiri Khan, the southernmost province in the Central Plains, floodwater up to 30 centimetres deep covered roads in municipal areas of Muang district.

Local people complained that the floodwater was black, dirty and smelt vile because sewers had not been cleaned. They added that sewers blocked by garbage and construction materials had made municipal roads vulnerable to flooding.

NARATHIWAT: Flooding was reported in 11 out of 13 districts of this southern border province on Monday, affecting about 30,000 people in 209 villages.

The floods were caused by torrential rain and overflow from the Sungai Kolok and Bang Nara rivers.

Narathiwat governor Ekarat Leesen said rainfall was overwhelming in Sungai Kolok and Cho Airong districts, the Public Relations Department reported.

Other severely flooded districts included Sukhirin, Sungai Padi and Rangae.

People from five evacuated communities in Sungai Kolok were being accommodated at Thesaban 4 School in the district. Police stations were also opened to flood-affected people seeking shelter.

Officials were continuing to move flood victims to safe ground, and distributing food, drinking water and other necessities.

As of Monday morning, about 30,000 people in 209 villages were affected, officials said.
