Will he do routine eye exams, or does he just do surgeries, etc

He'll do the lot. Dr. Pairat is a 'proper doctor' and as qualified as you can be. Unlike the opticians in the town whose sole aim is to sell you some specs, he will be honest and tell you if you don't need specs.

I may have posted this before, but for those that don't know, the difference between an ophthalmologist and an optician is quite big:
An ophthalmologist is a medical doctor (MD) or a doctor of osteopathic medicine (DO) who specializes in eye and vision care. Ophthalmologists are trained to perform eye exams, diagnose and treat disease, prescribe medications and perform eye surgery. They also write prescriptions for eyeglasses and contact lenses.

Ophthalmologists generally complete four years of college, four years of medical school, one year of internship, and a minimum of three years of hospital-based residency in ophthalmology.
An optician is not an eye doctor, but opticians are an important part of your eye care team. Opticians use prescriptions written by an ophthalmologist to fit and sell eyeglasses and other eyewear.
