My plan was to get to central Pattaya, so if transport is there then that is good, I am just concerned about ferry cancellations during the rain season.
Surely the comfort and enjoyment can't be worse than 5 hours in a car on ting tong roads.

I'd suggest going to the office at the HH pier and speak them in person about cancellations. Transport to central Pattaya will not be a problem.
Comfort will definitely be better than driving.

Plans to build a ferry pier at Pak Nam Pran Connecting the EEC East Coast Economic Corridor
On September 6, Deputy Governor of Prachuap Khiri Khan, presided over the opening ceremony of a meeting with plans to study the area with a view to linking Hua Hin to the East Coast Economic corridor.
The plans envision potential travel routes across the Gulf of Thailand from Prachuap Khiri Khan, Phetchaburi, Samut Prakan and Chonburi. The new links are part of the Thailand Riviera project.
It was reported that for the layout of a specific area at Pak Nam Pran, there will be a ferry pier project. Chonburi is able to accommodate both passengers and vehicles. The project will affect approximately 20 square kilometers of infrastructure in the area.
