'Cashout' is the industry's name for such an attack. One happened in India last weekend. They're always done at banks with gaping security flaws, which are usually the smaller ones. They virtually always happen on weekends because it takes longer for the bank to realize what's happening. They always rely on magnetic stripe Debit cards. Article didn't say if banks using cards with both magnetic strips and chips are vulnerable.
