Does anybody know what "fly tipping" is? In Australia the flies have to find the rubbish themselves.Does anybody know the penalty for fly tipping?

Hua Hin welcomes smoke-free beach plan

PRACHUAP KHIRI KHAN: Hua Hin municipality has welcomed the plan to declare its popular beach a no-smoking zone.
Hua Hin mayor Nopporn Wuttikul said on Thursday the municipality supported the Department of Marine and Coastal Resources intention to ban smoking on tourist beaches.
The municipality will designate some areas for smokers, with appropriate disposal bins, so they will not litter the beach with their cigarette butts, he said.
Details of a campaign to raise tourists' awareness of the prohibition will be announced after a municipal council meeting before the plan takes effect, he added.
Hua Hin is one of 20 beaches to be declared no-smoking areas by the department from Nov 1 under a trial project.
Violators will be liable to a fine of up to 100,000 baht and/or up to a year in jail, because the ban is being enforced under the new law on marine and beach resources management, not the less severe law against littering.
Local bodies controlling the other 19 beaches, which include including Bang Saen and Pattaya in Chon Buri and Samui in Surat Thani, are reportedly also ready to comply with the policy.

Penalty? I don't think any of the uneducated locals would care one way or other. It's outside of their field of knowledge. The municipality clear up one horrible 'unofficial rubbish tip' by the side of the road and a month or so later another one starts just a small way down the road. Just another example of lack of money spent on social education - can you leaflet a shack? Would they even bother to watch public education TV broadcasts? I don't know.
Anyway, feeds the dogs I suppose.
But cigarette butts, that's sh*tty people from all over the world leaving their tiny 'awww, no-one will notice/care' garbage everywhere.
Don't fine them, don't jail them - hang them!

Well I had some idea what it was. For small stuff like butts etc., we just call it littering. For bigger stuff it is usually referred to as illegal dumping, and carries a big fine if you get caught.

Nereus, nice cartoon .
Yes fly-tipping is illegal dumping of large items (fridge, TV, etc.) or large amounts of waste (e.g. building waste) in a spot not licensed as a refuse site. Chucking cigarette butts or your KFC leftovers on the side of the road is also just littering in the UK.

and chucking away 50 plastic bottles on a thai beach is also littering
but throwing away a cig butt on a thai beach is endangering marine wildlife
it's a well documented fake-news-fact that fish and birds actually quite like discarded plastic, adore ring pulls from cans, but hate cig butts with a passion

Just for sake of interest:
"Operators preparing for the storm as Pattaya smoking ban approaches
Business was usual on Pattaya Beach yesterday, with tourists smoking and tossing their butts in the sand. But with the Nov. 1 beach smoking ban deadline in the cards – and a whopping year in jail or 100,000 fine waiting to catch smokers – the operators were understandably concerned at what would happen.
One operator said that no one had officially told them about the plans. She was concerned about the high penalties being spoken of. She urged the authorities to conduct a PR campaign in advance of the start of next month to inform both Thai and foreign tourists of the ban.
She also hoped that signage would be installed and places to throw butts organized, as well as an area where smokers could have a puff.
Another deckchair operator was already talking to tourists and giving them ashtrays.
“We will help to break the news about this,” she said, “and encourage tourists to dispose of their butts in the correct place.”
The ban is slated for 20 beaches, including those in Pattaya, Cha-Am, Hua Hin, and Bang Saen. Phuket has not been mentioned but Patong is also believed to be on the list. Khao Takiap south of Hua Hin will also see the ban in place.
Other beaches around Thailand affected are in Rayong, Chantaburi, Pangnga, Pattani, Songkhla, and on Koh Lanta and Koh Si Chang – Manager Online"

In another article on the same web page: "A representative of the Hua Hin authority has indicated that he thinks a 2,000 baht fine would be reasonable for smokers caught puffing on the resort’s beaches next month."
