In reply to your question - no. It will never replace traditional face-to-face in class teaching, but it could possibly supplement it. As far as I'm aware, my students don't use this kind of tuition. They will often pay a senior student to tutor them, and get the low-down and help they need to pass whatever exam they're taking. There are so many free sites on the net for students to access, that I can't imagine why they'd feel the need to pay for on-line teachers. I'm talking about the students I teach here in Thailand, but it may be different for students in other countries who don't have access to a native speaker.
