Note that the Tiara's overall weight is a mere 980Kg while a modern Toyota Vios is 50% heavier.

Yes, I don't doubt it, it's surprising how economical some of these old cars were. I've driven a 1959 Morris Minor, as mentioned by Siani above and you could get over 40 mpg out of it if you tried.I've found some more specs for the Tiara, suggesting that mid 30's mpg is possible.

Not sure what it is, but the roll cage, paint-job, roof vents and what look like proper racing seats and harnesses would suggest that "what's it up to?" is that it's in a rally.
The number plate looks a bit eastern blocish but the steering is on the 'right' side, it looks a bit 70's Japanese Mitsu Galant like. So I'll go for 'Is it Japanese?'

No, not Nippon, but it is in a rally which needs to be identified.

Judging by the lack of helmets and slightly amateur look, I'll take a guess at an early Paris-Dakar rally.

Is the car an Australian model, but not a Holden or Ford (assuming that is it's original badge on the grille)

It looks like a Leyland P76 and if so, it must have been the 1974 World Cup Rally. The rally started in Wembley London and finished at Munich in Germany, celebrating the 1974 soccer World Cup?

Is it an Australian version of a Triumph 2500 - the front lights are of a very similar configuration.

Yes, I struggled to find any car that looked anything like that in this years Peking-Paris until I came across two Australians in a 1971 Leyland P76, which I'd never heard of!
