I am going to HH in february and hopefully I can play some golf (I have back problems). Is there a big difference in green fees and which course do you consider be the best value course?
It can range from 40 to 4,000 per round, depends if you're happy playing on a military course that isn't in the best of condition or an Asian Tour worthy one which is tip top.
More info on the courses can be found here though the condition reports are a little dated: www.golfholidayshuahin.com
I'll let the experts add more as my golf knowledge is about as good as my game!

Take to Royal Ratchaburi - all in will be still cheaper than the main courses here and its really beautiful - stay over night and play Dragon Hills and then return - you will have played to fantastic courses, seen another town and not spent a whole lot.
In my opinion, Palm Hills is one of the most boring courses I have ever played and it's quite easy. I thought Majestic was a nice track but the maintenance was so so...for the same price, that's where I would go.
How far (how long does it take) to drive from central Hua Hin to Dragon Hills? I've often thought this and other courses in Ratchaburi are worth the drive for the savings but I don't remember exactly how long it takes to get there.
Dragon Hills takes 1hr 30min, its a bit easier to find now there are some signs but i would try and go with somebody who knows the way!
Its well worth it when you get there.
