Ok this could apply generally in Thailand but here are my noise pollution turn offs in Hua Hin.
The old diesel trains that rattle along, honking their horns all the way along Hua Hin and wake me up at least 2 or 3 times a night. The constant pick up trucks that go past blaring some new opening or event with thumping doof doof music. The earpiercing music from every establishment from Market Village to bars to parties everywhere. My Thai neighbour who leaves his TV on 24 hours a day thinking that perhaps he will achieve some spiritual enlightenment from it. Sorry about the rant but couldn't sleep at all last night.
Some years ago, the police went around measuring the noise from entertainment venues etc. Many were fined and a couple shut down for repeated offences. Of course the enforcement only lasted a couple of weeks then everything back to square one. You can complain (with some evidence) as it is contravening the Environment Act but I doubt whether you'll get any joy.
With trains, I believe they have to sound their horn before every crossing, so that won't stop.
From memory, 80 dbs is the maximum allowable noise, but I may be wrong.
Due diligence should apply anywhere in the world so lack of it does not get a lot of sympathy. Had the property been bought prior to development taking place around it then it is unfortunate but I would think that the property value has risen considerably. Whatever the OP's situation it sounds like moving is the best option. I was lucky as 25 years ago I rented in Soi Rai Noon (Soi Sarowat now I believe) on the back Soi and it was reasonably quiet. A couple of moves and now in Khao Noi, not perfect and planning to move a lot farther out but limited noise issues.
Whatever the OP does I would not recommend fighting it.
No not wanting to fight it and accept it but just my rant for the day.Just renting here so no biggie. Another I just thought of. The 8am megaphone with the national anthem after a night out on the town.
You may well find that you grow deaf towards the noise. I used to live near to a railway line in the UK - really annoying for a few weeks, but it soon became background noise, and didn't disturb me.
Likewise here with dogs barking (mine are a bad as anybody elses ). Used to keep me awake in the beginning, but they've got to be really noisy to wake me these days.
I went for years without a good night's sleep in Thailand because of noise, mainly barking dogs. Never got used to it. I tried cheap earplugs from the pharmacy and the noise still came through loud enough to wake me. Finally a friend who was a helicopter mechanic told me where (in Bangkok) they get custom fit earplugs made because of the chopper noise. I had a set of them made for 2k baht and was able to sleep through the night for the first time in years. Get them at a hearing aid store on Sukhumvit Soi 22. I don't remember the name but it's about 200 meters from Sukhumvit on the right side. They make a mold of your ears with putty and then make the plugs from the mold. It took a few days so I picked them up on a subsequent trip.
Well worth the price if you are sensitive to noise, though I haven't needed mine since I left Thailand. It's soooo quiet here....

It is what it is. Either traffic noises, dogs, people or chickens. I kind of like it though. Stranger when I go home to my home country (I'm from the country side), and suddenly I can't hear any sounds [FEARFUL FACE][FEARFUL FACE][FEARFUL FACE]
I live in the largest city in North Carolina and it's so quiet during the week that you can hear a pin drop... weekends is another story with everyone out doing yard work with mowers and leaf blowers a constant on Saturday and Sunday, but still quiet at night.
I'm hanging on to those earplugs in case I ever visit there again. If I had gone any longer without them, I'm afraid I would have started killing dogs... starting with mine!

I guess its a balancing act. As huahin4ever said, I hate the total silence back home and lack of activity but here the Thais just seem to enjoy making as much noise as possible
The worst place I have seen the constant noise, is at my brother in laws house in the west
side of Bangkok. He lives next to a 4 lane highway. The big trucks, tuk tuks, and ring ding ding motorcycles
all help me to get a bad sleep each night. Then there is the Mosque about 1 km away that wakes us all up
after 5 AM., with their call to prayers. Ughhh. I try very hard not to stay at his place very often. In Hua Hin I stay at a friends place at the
south end of the city. Very quiet there as he is away from the train, and the general city noise.
I still like visiting Thailand as often as I can afford to go there, but I do not
think I will ever stay long enough to buy any property. I also like the AC noise to cancel out the outside noises, It works for me.
