That sort of proves my point - we all understand a universal sign.

Why confuse it with the extra text? Does it mean no entry? Does it mean no entry between the hours of 9am and 4pm? Does it mean anything legal at all?

What you can't see in the picture taken from a local publication is a complimentary sign, which I think states 2 way traffic.

The big question is, if somebody has an accident because they are confused by the signage, in the unlikely event of that person being insured, is the non-universal signage legal/enforceable? How would your insurance company interpret the situation?

The even bigger question is, if it does actually mean no entry, where is the enforcement? Why not just close the road, because the signage appears at both ends?

The Thai text says the same as the English “working hours” so presumably it’s meant to be no entry between the hours of 09.00 and 16.00. Why is it like this? Who knows, but this is Thailand so we know to expect the unexpected!!

Yes, IMHO it is very confusing. Extremely inconvenient, but best avoided until they can sort themselves out.

One of the problems is they have put dubious signage in the wrong places, but the situation has been made worse because there is direction for the many joining roads.

If we take your interpretation, join at one road, there is no entry. Join at the dozen or so other roads, there is no restriction at all. It is a very Thai mess. It may happen in other countries, but I've never seen it. The few signs that are in place, are only there because the Lord Mayor directed it a couple of weeks ago, many months after the downgrading of Soi 94 started.

[Edit] Maybe the Lord Mayor should do a follow-up visit to see how his instruction has been interpreted.

Delays on Soi 94 roadworks blamed on utility complications, city vows completion in two months

Municipal officials say complications involving underground utilities are to blame for the delays to the ongoing roadworks along Soi 94, with a revised completion target now set for within the next two months.

The 500-metre project, which began in July 2024, was originally scheduled for completion in February this year. However, as of mid-May, the road remains unfinished and progress has been slower than expected.

Speaking to Workpoint Channel 23 on 14 May, Hua Hin City Clerk Jeerawat Phramanee, acting on behalf of the Mayor of Hua Hin, said the delay stems from the need to revise the contractor’s agreement to ensure it meets municipal requirements. He said construction has been further complicated by unforeseen issues related to public utilities, including the need to relocate power poles, overlaps with existing water pipelines, and ground subsidence.

Officials insist they are following proper procedures to address these problems and have instructed the contractor to speed up the work. Completion is now anticipated within two months.

The construction works, which have become the subject of local frustration and humour, involve the installation of new drainage systems and resurfacing of the road. Phase one covers the stretch from the 7-Eleven on Soi 94 to the intersection near Amara Resort, extending to Ban Chang Heng and towards the far eastern end of the road.

Locals have taken to social media to joke that the project has become Hua Hin’s own version of the long-running and frequently delayed Rama II Road works in Bangkok.

In a bid to address some of the issues slowing progress, Mr Jeerawat, alongside Engineering Office Director Kalayut Kuyukham and other municipal engineers, visited the site on 14 May to inspect conditions and meet with relevant agencies. They were joined by Kritidet Wongsamut, Deputy Manager (Technical) of the Provincial Electricity Authority (PEA) Hua Hin, and PEA staff.

The teams collaborated to tidy the area by trimming trees, clearing drainage channels, and reorganising communication cables. Officials say this work, particularly around the Royal Initiative Canal, is aimed at improving water flow and helping to reduce flooding during heavy rain.

Despite the revised completion timeframe, no firm date has yet been announced for when the project will be fully finished.

I rode down 94 today, & thought what an absolute mess, what a farce this whole project has been, it's now muddy, there's (what seems like) an abandoned digger there, & soil backfill the whole length..This has been going on for almost a full year now..it seems like every corner of Hua Hin from the pier area, Poolsuk Rd, 94, & the Pala U Rd is just an ugly mess, yet pavements with pretty patterns on them take priorty..Rant over!

I think the closure will start at the 7-11.

In reality, the fact they are closing it to lay concrete over reinforced drains isn't going to stop Somchai, especially if riding a motorcycle. The Coca-Cola lorry always gets through.
