Thipurai City Hotel is very open to Guests. They have to leave their ID at the desk though.

I asked.

Hilton allows overnight guests if you go to the front desk and give your room number and the guest must present and leave a government issued id. This is true of any nationality - though in practice I think its just enforced after a certain time of the night. I've gone up and down the elevators in early evening with several women that are obviously there as a guest.
