I have been asked recently by a few people about buying computers in Hua Hin so I'll do a quick run down of all the shops and my opinion of them:
1) Onecom
Location: Next to Thai Famers Bank, Petchkasem Rd
This is one of the longest running computer stores in Hua Hin, they have a reasonable amount of stock considering the size of the shop. Staff are competent but they tend to be a little pricy on their hardware and are not prepared to give discounts.
2) IT Pawin
Location: Grand Hotel Plaza, on Petchkasem Rd
When this shop opened it was fully loaded, you could buy anything there. Now their stock is pretty limited and most stuff needs to be ordered. You really need to know exactly what you want as the staff will just sell you whatever they have otherwise. Prices are reasonably good here.
3) D-com
Location: Oposite 'Soi Hot Pot', Petchkasem Rd
A new store in Hua Hin and the staff seemed quite knowledgeable, D-com is part of a chain of stores so ordering components should be no problem. Prices seemed competitive and they stocked a range of higher end mainboards seldom seen in other stores.
4) High-Tech
Location: Oposite Hua Hin Tansamai, Petchkasem Rd
I'm not sure that's the correct name for this place but you can't miss it. A family shop with basic stock, also sells mobile phones and accessories. Staff are not really computer savvy as this place is more of a small supplier. They do have a good range of internet kits though.

Over Pricing
Just a quick warning; be careful of hardware over pricing in Hua Hin. A recent incident in IT Pawin where a friend ordered a PC and was charged nearly 50% extra than the estimated cost for a custom built machine resulted in action.
The shop did offer a refund of over 5,000 baht when I went in there and politely pointed out the actual cost of computer hardware in Thailand. I guess they assume that most customers don't know or wont argue.
RAM prices are also over priced here, around 800 baht more here than in Bangkok for a 256Mb DDR stick (again almost 50% extra).

Also if you don't know computers they'll dump older slower stock on you.
If you want a decent computer for speed, graphics or gaming than your best bet is to ask someone who knows what you need and go to pantip in bkk and buy it. if your on the bus you can buy everything you need minus the monitor(maybe too big for bus) and feel very satisfied at puting your own top spec system together about half to two thirds of the price all in.
top games and new sofware are 80baht a cd in another place in bkk.

Software at panthip
Its been all freely available last couple of times I have been (about a month ago). The boys in brown are still called upon to conduct the odd raid now and then but generally its business as usual.
