A service called MagicJack does that, but it may only be to North America.

Yes its something like MagicJack I guess... Skype dont provide you a phone number so people can call you back (as far as I know)

Assigning a Skype Number to a SIP Profile
To assign a new Skype Number to a SIP Profile:
Sign in to Skype Manager™.
Click Features in the toolbar.
In the Features menu on the left, click Skype Connect™.
Scroll to the SIP Profile to which you want to assign a Skype Number and click View profile.
Click Add a number or business account.
Select the Add Skype Number tab.
Click Buy a new Number.

There are several providers offering this. To get a 'voip-in' number you could try to Google 'DID numbers'. Of course you need a voip provider to call out and to get a voip address to direct your phone number to.
I have a Dutch number to make it easy for my relatives and friends back home to phone me and use Voipdiscount to call out. I got my voip equipment years ago back home so that isn't much help, but I believe Invade IT located in Hua Hin sells voip phones and adapters.

Watch it with Voipdiscount. It's owned by Betamax and not every phone number provider is allowed to route to their voip accounts.

I use Viber, free and quality of calls is really good, it automatically updates your list of friends who currently use viber or you can ask friends to download. Can send videos and photos with no problem.
