he two dams of the highest capacity are Nuozhadu and Xiaowan in China at 5850 MW and 4200 MW, respectively.
I was recently in Nongkhai. In fact I am moving there. The day before I left I was down at the river and my friend was taking a video of the river. He said that "after 15 years I've never seen the river so high!"
After the municipality became flooded, locals who had lived there all their lives say that they have never seen this happen before.

It's reported that the Mekong is the highest it's been for 80+ years.

Thai Enquirer

The Mekong River water level in Nakhon Phanom's Mueang District was 11.65 meters this morning, according to the Nakhon Phanom Public Relations Office. This is 27 centimeters higher than yesterday, 35 centimeters below the critical level, and 1.35 meters below the riverbank level.

Flooding has started affecting shops beneath the Naga Monument, the lowest point in Mueang Nakhon Phanom District. Shop owners have moved their goods in response to the provincial alert.

Other areas in Nakhon Phanom remain unaffected for now, but authorities are monitoring the situation and are ready to respond 24/7 if needed.
Four districts along the Mekong River—Ban Phaeng, Tha Uthen, Mueang Nakhon Phanom, and That Phanom—as well as Sri Songkhram District along the Songkhram River, will continue to be monitored closely. The public will receive periodic updates.

The flooding has impacted six districts, 25 sub-districts, and 157 villages in Nakhon Phanom. Over 4,500 households have been affected, with around 60,000 rai of rice fields damaged. Sri Songkhram and Na Thom districts are currently under assessment.

[Update] The Public Relations Department reports on the Mekong River's water levels in northern and northeastern Thailand:

- Decreasing: Loei, Nong Khai, Bueng Kan
- Stable: Nakhon Phanom
- Increasing: Mukdahan, Amnat Charoen, Ubon Ratchathani

Current Levels:

- Chiang Saen (Chiang Rai): 7.21 m (down 0.27 m), 5.59 m below flood stage
- Chiang Khan (Loei): 16.05 m (up 0.03 m), 0.05 m above flood stage
- Nong Khai: 13.20 m (down 0.63 m), 1.00 m above flood stage
- Nakhon Phanom: 11.65 m (up 0.27 m), 0.35 m below flood stage
- Mukdahan: 11.36 m (up 0.70 m), 1.14 m below flood stage
- Khong Chiam (Ubon Ratchathani): 11.96 m (up 0.11 m), 2.20 m below flood stage

There are some reports that this entire mess in Phayao was caused by drainage being blocked by the High Speed rail line construction. I wouldn't doubt it. :banghead:

Out of curiosity, what high speed link would that be? I must be out of touch about where all these lines are going to.

No clue. I picked it up from news comment on one of the services. Perhaps a link from Chiang Mai into Laos to meet up with all the rest being built.

^ More than likely the comments were referring to this Dual-Track northern project as the or one of the causes of the Phayao flooding:

https://www.nationthailand.com/thailand ... l/40032802

...."The 323-kilometre-long railway is set to run through four provinces in the North of Thailand – Phrae, Lampang, Phayao and Chiang Rai – and will have 26 stations.

Nirut said people in Chiang Rai have been waiting for a railway connection for more than 60 years now.

The new line will cost about 85.35 billion baht, and construction is about 2.7% faster than scheduled, he added.

About 80% of the land required has been expropriated as locals have been very cooperative, he said.

The governor added that over the past eight months, 950 metres of a tunnel for the route has also been completed.

He was speaking to reporters while visiting a 2.7km-long tunnel dug up for the rail route in Phayao’s Muang district....."

Khaosod English

Phayao University late on Saturday night told its students to evacuate and prepare backup communications after heavy rain pounded the entire Phayao Province on Saturday evening due to the influence of Storm Soulik. This caused flash floods. The community of the University of Phayao, which had just experienced a sudden flash flood four days ago, is facing flood again.
