.......In Phetchaburi, the Kaeng Krachan Dam was holding nearly 767 million cubic metres of water as of 6am yesterday, representing 108 per cent of its capacity. The sluice gates remained close to minimise impacts on nearby communities, but water was being released via spillways and 20 siphon pipes were installed to help drain it.

As the water was flowing at the rate of 247 cubic metres per second, from the Kaeng Krajan Dam to the downstream Phetch Dam, lowlying downstream areas located between these two dams were flooded.

The Tha Yang, Ban Lat, Muang and Ban Laem districts which were downstream from the Phetch Damj were not yet flooded as of press time but Phetch River running through them were rising and inundating some riverside low laying areas. Dozens of specially designed boats to push water were anchored in the river at Ban Laem with their engines trying to hasten the current towards the Gulf.......

Sukhothai city centre braces for flooding

Massive runoff from the North which is likely to hit Sukhothai tomorrow has forced officials into taking emergency steps to protect the province's city centre by keeping the water level of the Yom River low and using ponds to retain the deluge.

The measures were announced Monday by Royal Irrigation Department chief Thongplew Kongjun as Sukhothai governor Phiphat Ekkaphaphan ordered officials to monitor the situation around the clock and brace for possible flash floods this week.

A similar order was earlier issued in Kanchanaburi, a western province that is bearing the impact of tropical storm Bebinca, which has now weakened and become a low-pressure system.

Last week, the storm triggered heavy downpours in upper Thailand, rapidly generating huge amounts of runoff in the Yom River which runs through Phrae and Sukhothai, two provinces in the North.

Its flow rate in Phrae's Muang district was expected to reach a maximum point at 900 cubic metres a second Monday. With this speed, "the river will pass Sukhothai's Sri Satchanalai district at 850 cu m/second on Aug 22", Mr Thongplew said.

The district, located north of the province, is the first area to be hit by the runoff.

One measure to deal with the powerful deluge is to reduce the water level in a section of the Yom River which runs downstream to Hat Saphan Chan floodgate in Sawankhalok district, the department chief said.

Part of the runoff will be retained in front of the floodgate and more will be diverted to the Yom-Nan canal, which will carry water to the Nan River and Bang Kaeo canal, also known as "Old Yom River".

Other parts of the runoff will be diverted into the province's four water-retention ponds, Mr Thongplew said.

Officials are currently discharging water from Thung Thale Luang to make room for it to hold up to 25 million cu/m of water.

Another three ponds -- Bueng Khiraeng, Bueng Takhreng and Bueng Raman -- will altogether be able to retain 16 million cu/m.

"A goal is to keep the river flow rate in Sukhothai's Muang district at 550 million cu/m per second," Mr Thongplew said.

"This will protect economic areas and communities in the city centre against flooding."

Officials in Phitsanulok are also preparing to deal with the runoff as it flows from Sukhothai's Muang district to the flood-prone Bang Rakam in Phitsanulok along the course of the Yom River.

Officials are currently attempting to reduce the water level of a section of the river near Khlong Bang Kaeo floodgate in Bang Rakam to make it able to hold more water.

Flood protection must be reinforced in low-lying areas in Bang Rakam, Phrom Phiram and parts of Muang districts, Chamnan Chuthiang, chief of Yom-Nan river conservation and irrigation in Phitsanulok, warned.

Bang Rakam is a major concern because a section of the Yom River in this district is "narrow and only able to deal with water at a rate of 330 cu m/second", he said.

Officials plan to address the runoff by diverting the water into a riverside paddy field. Such an action can be carried out immediately as farmers have already harvested their crops, Mr Chamnan said.

Elsewhere, officials are coping with damage and losses left by Bebinca as well as bracing for the next round of floods.

In Chiang Rai's Mae Chan district, overflow from Muang Phra Khru creek severely damaged and cut a local road leading to San Mong Khon village while a resident in Wiang Pa Pao district was found dead after being washed away in a flood.

In the Northeast, the water level in the Mekong River is becoming critical, leaving officials in Nakhon Phanom gravely concerned about new flash floods.

So far officials have struggled to speed up flow rates in the Un, Songkhram and Kam rivers which run into the Mekong.

Central Phetchaburi to flood again on Wednesday

A fresh flood warning has been issued for Muang district of Phetchaburi, gateway to the South, with the water level in Kaeng Krachan dam at a 10-year high and pouring down the spillway.

Sant Joncharoen, irrigation chief of Phetchaburi, said on Tuesday that the dam in Kaeng Krachan district held 777 million cubic metres of water, which was 109% of the manageable capacity and the most in 10 years.
The dam was discharging 286 cubic metres of water per second, its peak rate. The water flowing down the ts spillway was 1.44 metres deep. The flood surge would reach the heart of Phetchaburi province around noon on Wednesday, he said.

Mr Sant said floodwater in Muang district would be 10-20 centimetres deep and remain that way for 5-7 days before subsiding.

Deputy provincial governor Nathawut Phetpromsorn said the flooding would slow down traffic on the Phetkasem highway, the main road south. Vehicles would be directed to detours.

The Office of the National Water Resources said the Phetchaburi River received water from the dam and was reported to be overflowing in Tha Yang and Muang districts.

About 50 resort hotels near the river were flooded and operators had asked provincial authorities to speed up drainage downstream.

Downtown Phetchaburi only recently recovered from major flooding earlier this month.

PHETCHABURI: The flood surge down the Phetchaburi River from the Kaeng Krachan dam reached low-lying areas in the centre of the province on Wednesday, and water level was rising.

The downtown municipal area began flooding in the morning as the discharge rate was maximised at the Phetchaburi dam, which has received discharges from the Kaeng Krachan dam for days. The accelerated discharge was to protect the Phetchaburi dam's structure.

The Royal Irrigation Department will keep the discharge rate high at Petchaburi dam until the water behind Kaeng Krachan dam drops to a suitable level.

Floodwater in downtown Phetchaburi rose to 10-20 centimetres deep in the morning. The National Water Resources office expected the level to keep rising. Schools in the municipal area were ordered closed from Wednesday for the rest of this week.

More pumps were installed and sandbags were laid down to cope with the overflow from the Phetchaburi River. Officials helped residents move their belongings to high ground.

Deputy Agriculture Minister Luck Wajananawat said in Phetchaburi that the Kaeng Krachan dam held 773 million cubic metres of water, or 109% of its manageable capacity. The deluge being released down the spillway also caused flooding in areas along the Phetchaburi River in Kaeng Krachan and Tha Yang districts.

The amount of water in the Kaeng Krachan dam reservoir was falling, he said.

The Phetchaburi governor issued flood warnings for people in Ban Laem and Ban Lad districts.

The Department of Disaster Prevention and Mitigation also confirmed the level of the Phetchaburi River was continuing to rise.

My main thoughts are with the homeowners and businesses in Petchaburi which seem to get flooded quite often, I assume the main road between the South and Bangkok is flooded again, are the authorities making a concerted effort to overcome long term flooding in the town?

Nakhon Phanom’s floods expected to worsen on Sunday

The Nakhon Phanom governor on Saturday held an urgent meeting of government agencies even as Mekong River reached its peak, raising fears of worsening floods on Sunday.

The provincial administration has already declared 12 districts flood disaster zones after the Mekong River burst its banks at the same time that days of heavy downpours also created localised floods.

On Saturday morning, the Songkram River, a tributary of Mekong River, burst its banks to flood three villages in Tambon Haad Paeng and inundated several roads.

Governor Somchai Witdamrong hosted a meeting of representatives from 30 government agencies at the provincial hall. He called the meeting after the Mekong River Commission announced that the Mekong would reach its peak 12.54-metre level on Sunday.

Srinagarind Dam ups release rate at 89 per cent capacity

The water level of the Srinagarind Dam in Kanchanaburi has reached over 89 per cent of its capacity and the dam is releasing water at the speed of 22 million cubic metres per day, its director said on Saturday morning.

Prasert Inthap said that as of 8am, the dam held 15,876 million cubic metres of water or about 89.47 per cent of its capacity.

He said 53.09 million cubic metres had entered the reservoir on Friday while the dam released 20.88 million cubic metres of water.

Operators will increase the water release to 22 million cubic metres on Saturday, he said.
The dam is able to hold a lot more water without structural safety being affected, he said.

Vajiralongkorn Dam in Kanchanburi still dumping water

The Vajiralongkorn Dam in Kanchanaburi continued to release water at the hastened speed of 53 million cubic metres per day for the third day on Saturday, the dam’s director said.

Waiwit Saengphanit said the dam is at 91 per cent of capacity and is holding 8,109 million cubic metres of water as of 7am on Saturday.

The committee in charge of managing the dam’s water level decided on Thursday to release at the hastened speed until Monday.

They want to free space in the reservoir for additional rainwater expected for the end of August and through September, said Waiwit. He said the dam has room for another 751 more million cubic metres of water.

KANCHANABURI: Vajiralongkorn dam in Thong Pha Phum district was receiving 100 million cubic metres of water a day and discharging 53 million cu/m, and was at 93% of its manageable capacity on Monday.

About 100 nearby houses had been flooded by the rising level of water in the reservoir.

Waiwit Saengpanit, director of the dam, said on Monday the dam was holding back 8.2 billion cu/m of water. The discharge rate was being increased to prepare for more rain expected into next month.

From this Monday to next Monday, the discharge rate was set at 53 million cu/m daily, including 10 million cu/m released down the spillway, he said.

The rising level of reserved water at the dam resulted from persistent rain in Thong Pha Phum and Sangkhla Buri districts over the past three months. The reservoir level was rising 10-20 centimetres a day.

About 100 houses in Sangkhla Buri, upstream from the hydropower dam, were flooded, but the residents did not complain because they were among 300 built on flood-prone land in disregard of the advice of the Electricity Generating Authority of Thailand.

About 100 houses in Sangkhla Buri, upstream from the hydropower dam, were flooded, but the residents did not complain because they were among 300 built on flood-prone land in disregard of the advice of the Electricity Generating Authority of Thailand.
Authority: "You shouldn't build your house there because it will flood!"
Builder/buyer: "That's okay. I don't mind so I'll build it anyway."
