My understanding is that bars/restaurants are supposed to close at 2am, so 1:30am is well within that limit.
How loud a noise you can make is covered by laws and regulations but I can't find them anymore but it's something like 115dB is the maximum noise you can 'legally' produce (I don't know at what distance) but for general noise like music it is measured over a 24 hour period and is limited to 70dB average.
The relevant law is called something like 'The Natural Environment Pollution Act'.

Stories about loud music at night are common throughout Thailand and many times the establishment is "connected" so to speak and the police/authorities ignore the matter regardless of what the law says.

However, a hotel like the Putaracsa is not going to tolerate their guests being disturbed and complaining, especially with high season approaching. My understanding is that the Putaracsa owner is extremely well connected and goes back to a relationship with previous generations of Royalty who granted the family the land the hotel is sitting on. If I recall correctly the street also has quite a few Thai Naval officer apartments. With all these "VIPS" in the area it puzzles me why the noise hasn't been stopped already.

If me, I would go talk to the Putaracsa as a first step to see what their position is on the problem. Pete

Welcome to Thailand, if it's not dogs, it's loud music. This is not a place of peace and quiet.

Yeah, I told my wife we could never live in the village home (that we rebuilt, western style) for that reason among others (everyone has roosters, another early noise maker). Reminds me of early morning prayer call when I lived in Saudi!

Our neighbour sometimes has late night karaoke sessions and I have to grit my teeth as the bass vibrations reverberate through my pillow into my numbed brain as I unsuccessfully try to sleep. Luckily, it happens only occasionally.

IMHO travel or living anywhere other than one of the so-called 'rich' nations means soft earplugs which knock down 32 db of what's ailing yer ears. Boots in Thailand sells* a reusable earplug that is good but not great. The rest are worthless. I have mine shipped from the US.

* They replaced this one with a different, more expensive model that didn't survive many uses. Saw the good ones returned a few months ago.

An app that measures the sound (noise) level by db is available for your iPhone.

I really empathize with anyone who suffers noise pollution in Thailand, and, generally, there's nothing you can do about it. At most of the places we've lived in, including our last house, locals seem to be having a party any day of the week. Luckily, at our present house, we now have an old folks' home one side (silence after dark), and a large fish pond the other side (splish, splash) - nothing in front or behind. It's the first time I've been able to sit in the garden at night and listen to the sound of nature. Paradise.

I don't like to generalize, but most Thais seem to be oblivious to noise. I guess it's a cultural thing. Lots of noise = happy. Silence = loneliness and sadness.
