Weather Warning
"Tropical Storm “BEBINCA”"
No. 22 Time Issued : August 16, 2018

At 10.00 p.m. LST on 15 August, tropical storm “BEBINCA” due 450 km northeast of Hanoi, Vietnam or latitude 20.8 degree north and longitude 110.5 degree east. With its maximum sustained winds about 70 km/hr, the storm moves west slowly to upper Vietnam by 17 August. It will then decline to a tropical depression and a low-pressure cell respectively to cover Laos by 18 August. Isolated torrential downpours are forecast for all regions of the country.


Affected areas are as follows:
16-18 August

North: Mae Hong Son, Chiang Mai, Chiang Rai, Lamphun, Lampang, Phayao, Phrae, Nan,

Uttaradit, Sukhothai, Phitsnulok and Tak.

Northeast: Loei, Nong Bua Lamphu, Nong Khai, Bueng Kan, Udon Thani, Sakon Nakhon,

Nakhon Phanom, Khon Kaen, Kalasin and Mukdahan.

East: Nakhon Nayok, Prachin Buri, Sa Kaeo, Chon Buri, Rayong, Chanthaburi and Trat.

South: Phetchaburi, Prachuap Khirikhan, Chumphon, Surat Thani, Ranong, Phangnga and Phuket.
19 August

North: Mae Hong Son, Chiang Mai, Chiang Rai, Lamphun, Lampang, Sukhothai and Tak.

East: Prachin Buri, Sa Kaeo, Chon Buri, Rayong, Chanthaburi and Trat.

South: Ranong, Phangnga and Phuket.

The strong southwest monsoon prevails across the Andaman Sea and the Gulf of Thailand leading to 2-4 meters high in the Andaman Sea but above 4 meters high in thundershower areas, and 2-3 meters high in the Gulf. All ships should proceed with caution, and small boats keep ashore lasting 20 August. Residents along the coast beware of the inshore surge.



Stay tuned for the weather update and beware of the severe condition due to a possible flash flood.

The advisory is in effect on 15 August 2018, at 11.00 p.m.

The next issue will be on 15 August 2018 at 5.00 a.m.

Bebinca downgraded but heavy rains persist

The Meteorological Department has warned residents of 18 provinces in the North, Northeast, East and South to brace for heavy rain and isolated heavy downpours through Sunday even though tropical storm Bebinca has weakened.

Bebinca was downgraded to a low-pressure cell as it moved across the upper North of Thailand at 7am Saturday and later moved into Myanmar, the department said.

It is forecasting abundant rain with isolated torrential downpours likely in parts of the North, Central, East and South. Flash floods and river overflows are possible in at-risk areas. Eighteen provinces will be affected on Saturday, and alerts will apply in 12 provinces on Sunday.

The impact of the storms has already been severe in Nan, where the Nan River and its tributaries have burst their banks, flooding more than 1,000 households in seven districts of the northern provinces.

Provinces expected to be affected on Saturday include eight in the North (Mae Hong Son, Chiang Mai, Chiang Rai, Lamphun, Lampang, Sukhothai, Kamphaeng Phet and Tak); two in the Central Plains (Ratchaburi and Kanchanaburi); two in the East (Chanthaburi and Trat); and six in the South (Phetchaburi, Prachuap Khiri Khan, Chumphon, Ranong, Phangnga and Phuket).

On Sunday, forecasters expect heavy rain in four provinces in the North (Mae Hong Son, Chiang Mai, Sukhothai and Tak); two in the East (Chanthaburi and Trat); and six in the South (Prachuap Khiri Khan, Chumphon, Ranong, Phangnga, Phuket and Krabi).

The strong southwest monsoon still prevails over the Andaman Sea and the Gulf of Thailand. Strong waves of 2-4 metres are expected in the Andaman, rising above 4 metres in areas hit by thundershowers, and 2-3 metres high in the Gulf, said the weather office.

All ships should proceed with caution, and small boats keep ashore until Monday, it said. Residents along the coast were told to beware of the risk of an inshore storm surge.

Flooding overnight in Bangkok and more rain on the way

Following a night of torrential rain which paralysed traffic on several main roads in the capital, the weather office has warned residents there could be a repeat of the nightmare on Tuesday night.

The daily 5am weather forecast issued by the Meteorological Department said more rain is expected over 60% of Bangkok and the surrounding provinces, with “heavy” rain forecast for some areas.

Downpours during the evening rush hours on Monday resulted in serious traffic congestion in many areas of the city, while the disruption of the Purple Line electric train service exacerbated commuting problems.

Several hundred passengers, mostly office workers, were stranded at Tao Poon station on the Purple Line after the service was suspended due to a technical problem. Service resumed about 7.30pm.

The Metropolitan Rapid Transit Authority later said the problem was the result of a malfunction of the electricity distribution system, caused by heavy rain.

The torrential rain was brought by the stronger southwest monsoon coupled with the impact of a low pressure area over neighbouring Laos and upper Vietnam, the weather office said.

Several roads in Pattaya City were reported heavily flooded on Monday night following heavy rain. Sukhumvit Road, Beach Road and Pattaya-Na Kleau Road in the popular coastal tourist destination were partially covered with floodwater between 30cm and 90cm deep, reports said.

City workers were this morning speeding up the draining of the water.

Elsewhere in the country, the municipality and business centre of That Phanom district of the northeastern province of Nakhon Phanom became flooded after an hour-long downpour on Mondayevening.

The flood was blamed on the rising level of the Mekong River, which slowed the draining of the run-off. Overflows were also reported in some riverside areas in neighbouring Renu Nakhon district as well as in Phon Phisai district of Nong Khai, where some schools near the river were ordered to close down for two days.

"Heavy Rain in Thailand"

No. 8 Time Issued : September 8, 2018


The high pressure covered Laos and Vietnam. The monsoon trough lies across the lower North, the upper Central, the East, and the lower Northeast while the southwest monsoon still prevails over the Andaman Sea and the Gulf of Thailand.

During 8-10 September, more precipitation will be expected in the country. Thundershowers and gusty winds are forecast for the first phase, and some heavy rain chances are expected for the North, the Northeast, the Central including Bangkok and its vicinity, the East, and the South. People should beware of the severe conditions that may cause a flash flood and landslides.

Affected areas are as follows.

During September 8-9, 2018

North: Mae Hong Son, Chiang Mai, Chiang Rai, Lamphun, Lampang, Phayao, Phrae, Nan, Uttaradit, Phitsanulok, Phetchabun, Phichit, Kamphaeng Phet, Sukhothai and Tak.

A tropical depression in the South China Sea becomes Tropical Storm "BARIJAT". At 10.00 a.m. today (11 Sep 06) the storm centered at latitude 20.6 degrees north longitude 117.9 degrees east with the sustained wind about 70 km/hr. It is moving west through Hong Kong and Hainan, China during 13-14 September while the southwest monsoon over the Andaman Sea, Thailand and the Gulf will intensify. This causes more rain in Thailand with the wind-wave in the Andaman Sea and the upper Gulf about 2 meters high.

Typhoon MANGKHUT in the Pacific Ocean is likely to move through Luzon of the Philippines and Taiwan during the period from 14 to 15 September. It will then move into the South China Sea and to southern China by 16-18 September, respectively, while the southwest monsoon over the Andaman Sea, and the Gulf of Thailand remains strong. Thailand will have more rain and some heavy downpour, especially in the western monsoon area, or in other words, the Central, the East and the South (west coast). People in the area should be aware of the impact of the severe conditions that could lead to flash floods, the overflow of the river, and landslides.

The wind-wave in the Andaman Sea and the upper Gulf of Thailand is likely 2-3 meters high. All ships should proceed with caution, and small boats keep ashore during 13-18 September. Stay tuned for the weather updated closely.

Torrential rains expected from two incoming storms

Downpours and rough seas are expected in Thailand over the next six days as two intense storms are heading towards China’s southern shores, the Meteorological Department warned on Wednesday.

Tropical Storm Barijat in the upper South China Sea was packing sustained winds around 70 kilometres per hour at 1 am on Wednesday and was moving westward at a speed of 15kph.

The storm was expected to reach Hong Kong and Hinan island in China between Thursday and Friday.

Coupled with the intensifying southwest monsoon that prevails in the Andaman Sea and the Gulf of Thailand, this would trigger more rain and rough seas, with waves up to two metres high, the weather office said.

Typhoon Mangkhut, in Pacific Ocean, was expected to pass over Luzon Island in the Philippines and also Taiwan between Friday and Saturday and into the south of China from Sunday to Tuesday.

The typhoon would cause the southwest monsoon covering the Andaman Sea and the Gulf of Thailand to intensify, triggering more rain, with heavy downpours in some areas, including the Central Plains, the East and the western coast of the South.

People should be vigilant for flash floods, forest runoff, overflows and mudslides, the forecaster said.

Boats should proceed with caution and small vessels should remain ashore from Thursday to Tuesday, when waves would be two or three metres high.

Residents of 53 provinces across the country have been warned to stay vigilant for possible floods between Thursday and Tuesday.

The Department of Disaster Prevention and Mitigation (DDPM) said 17 provinces are in the North, 18 in the Northeast, eight on the Central Plains, four in the East and six in the South.

Director-general Chayapol Thitisak said quick response units would be on alert and equipment ready to cope with emergencies, particularly in the low-lying areas, riverside locations and foothills.

Mr Chayapol also detailed the flood situation in Thailand between Aug 17 and Sept 12.

He said the southwest monsoon caused flash floods, overflows and landslides in 20 provinces during the period.

They covered Nan, Chiang Rai, Lampang, Phayao, Chiang Mai, Mae Hong Son, Nong Khai, Nakhon Phanom, Bung Kan, Phetchaburi, Sakon Nakhon, Lop Buri, Nakhon Nayok, Chaiyaphum, Phetchabun, Phichit, Kalasin, Ubon Ratchathani, Prachin Buri and Saraburi.

The DDPM chief said 203,054 people from 6,832 households were affected by the deluge with four deaths during the period. The good news is, the flooding in 13 provinces has now subsided, he added.

Mangkhut to bring heavy rain, floods

All parts of the country have been warned to brace for rain and flooding caused by Typhoon Mangkhut from Sunday until Wednesday.

The Central Plains, the East and the western coast of the South were warned to be ready for torrential rain from tomorrow until Tuesday when the typhoon is predicted to hit the upper part of Vietnam and the lower part China, the Meteorological Department said on Friday.

Upper Thailand, the North and the Northeast, will also experience heavy rain from Monday until Wednesday. High sea waves between 2m and 4m in height are expected in the Andaman Sea and the upper part of the Gulf of Thailand during the same period said the department.

Several provinces are already seeing high water levels from previous rounds of rain. Meanwhile, authorities are speeding up the process of draining excess water in preparation for more rainwater expected to be brought in by the typhoon.

In related news, Somkiat Prachamwong, secretary-general of the Office of National Water Resources, said certain parts of the country need to speed up the draining process while some reservoirs have dangerously low water levels.

Eleven large- and medium-sized dams in the North and the Northeast have been found to be holding less than 60% of their water-retention capacity, while areas in the Mae Klong, Phet Buri, Bang Pakong and Chao Phraya basins now have to drain off more water, he said.

Six dams found to have more than 80% of their water holding capacity in these areas are: Nam Un dam in Sakon Nakhon (104%), Kaeng Kranchan dam in Phetchaburi (99%), Vajiralongkorn dam and Srinakarin dam in Kanchanaburi (both 92%), Khun Dan Prakarn Chon dam in Nakhon Nayok (86%) and Naruebodindrachinta reservoir in Prachin Buri (89%).

The National Water Resources Committee has resolved to accelerate the implementation of 11 major water management projects designed to help improve the country's ability to manage water levels, Mr Somkiat said in his capacity as member and secretary of the committee.

All of these projects cost more than 1 billion baht each and are part of the 20-year national master plan for water management, formerly known as the strategic plan for national water management, he said.

Altogether, the 11 projects will cost 73.7 billion baht, he said.

Four out of the 11 projects, already approved, are Si Song Rak water gate project in Loei province, Huay Luang creek development project in Nong Khai, Chi reservoir project in Chaiyaphum and a water-prevention project also in Chaiyaphum.

I should keep away from this thread as it their predictions tend to push up my blood pressure! The Thai Met Dept. is only showing the synoptic charts issued at 1800 UTC YESTERDAY! Todays charts MAY show differently, but the published chart shows a HUGE high pressure system over China, which if a fact, will tend to block both the SW Monsoon and the approaching "TS Mangkhut". As with most other things here, they just look at their own backyard and not the big picture.

None of the wind speeds shown are above 10 knots, most of them less. Yesterday they were showing a wind from the EAST out in the Andaman Sea! They are still predicting the same wave heights as every other day!

Some of what they publish is pure dribble:
At 04.00 a.m. today (15 Sep), typhoon MANGKHUT in the Pacific Ocean or eastward of Philippines. Locate at latitude 18.0 degrees north longitude 122.0 degrees east with the sustained wind about 204 km/hr. It is moving west-northwest at a speed of 20 km/hr. It will move through Luzon of the Philippines into the upper South China Sea today (15 September). After that it will move through Hainan Island, China into the upper Vietnam and southern China during 16-18 September. The strong southwest monsoon over the Andaman Sea, and the Gulf of Thailand. More rain and some heavy downpour are forecast for the country, especially in the western monsoon area, or in other words, the Central, the East a...more
A forecast for what a typhoon WILL do is just not possible, more so in this case as it has yet to cross the Phillippines, and only Buddha himself can make a guess of what it will do when it gets back into the South China Sea.

I don't doubt your expertise in this field, Nereus, but this news and predictions is carried on almost every news channel around the globe, CNN, BBC, in fact most of the news channels across the globe. Horrendous videos from Luzon. The predictions of it's path tend to agree, with the mountains in China expected to weaken it. They'd all have to be very wrong for it not to affect Laos and parts of north and western Thailand.

My comments are more about the Thai Met Dept., and their CYA forecasts rather than posting a forecast of what is actually happening. Typhoons are notoriously difficult to predict, but Thai forecasts always follow the prediction of dire consequences for all of us. Their wave height forecasts are always the same regardless of what the wind is doing!

It would also help if they were to publish up to date synoptic charts, as the information they contain is not reliant on Thai predictions, but reported from many stations around the World. :cheers:

Agreed, Nereus. Personally, I never believe Thai weather forecasts as I find looking out of the window is more accurate.
I probably follow UK weather more so that I can gloat (or not) to my friends and family back home!!

No it's not - it may be 900 km wide but it's more than 3,000 km away. It is not currently having any effect on the weather in Thailand.
