My understanding is that Immigration will not issue a visa (or extension) that expires AFTER the date the passport expires.

No BB. Sorry for the confusion. The gentleman in question was refused a visa extension because his passport is due to expire before a new yearly extension, so now has to obtain a new non-imm "O" visa to re-apply for his extension on the grounds of retirement.
